Outreach Programs

The Civil Rights Directorate continues to develop outreach initiatives to better serve the public. Through these and other programs the Coast Guard fosters an environment promoting civil rights and community involvement.

Each day, in communities Coast Guard-wide, students in various grade levels participate in education programs under the auspices of the Coast Guard Partnership in Education program. This outreach initiative provides programs that enhance education opportunities and career awareness.

Coast Guard Partnership in Education Program

Authorized under the National and Community Service Act of 1990, the Coast Guard Partnership in Education Program encourages members of the Coast Guard to create partnerships within their local schools and communities to promote excellence in education.

Civil Rights Awards Program

Each year the United States Coast Guard, along with other branches of the armed services, participates in national awards ceremonies designed to recognize military and civilian members of the Services who have made significant contributions to Civil Rights and Equal Opportunity. State Recreational and Boating Safety Program

Title VI of the landmark Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, and national origin in programs and activities receiving federal financial assistance.

Special Emphasis Program

The Special Emphasis Programs (SEPs) were established as part of the overall affirmative employment program.  Within the context of the EEO program and the Federal Merit System, the programs emphasize the enhancement of employment and advancement opportunities for minorities, women, and persons with disabilities.
