2024 Year in Review - Tracking Civil Rights Complaints and EEO/EO Coast Guard Workforce Trends

As part of the Civil Rights Directorate’s ongoing commitment to transparency, key Equal Employment Opportunity and Equal Opportunity (EEO/EO) statistics, along with other relevant data, is shared annually. This information encompasses a wide range of topics, providing valuable insights into Coast Guard EEO/EO activity.  

Issues and Bases of Discrimination: This section provides insight into the most common issues and bases reported by the Coast Guard workforce. Issues represent the specific workplace concerns, while bases refer to the reasons or grounds for discrimination like race, gender, or disability.  

Civilian High Frequency Issues: (Top three most commonly reported issues among civilian employees within the Coast Guard)

2) Other Terms/Conditions of Employment 
3) Termination 
 
Civilian High Frequency Bases of Discrimination: (Top three bases of discrimination identified in complaints filed by civilian employees) 

1) Reprisal/Retaliation 
2) Disability (Physical and Mental) 
3) Sex (Female)

Military High Frequency Issues: (Top three most frequently raised issues among military members) 
 
1) Non-Sexual Harassment 
2) Other Terms/Conditions of Employment 
3) Performance Evaluation/Appraisal 
 
Military High Frequency Bases of Discrimination: (Top three bases of discrimination identified in complaints filed by military members) 

1) Reprisal

Informal Complaints Received: This section provides an overview of the total number of complaints received, including informal complaint counseling. Informal counseling refers to the initial stage of the complaint process where the aggrieved party contacts an EEO/EO counselor, receives information about the complaint process, and the counselor attempts to resolve the matter giving rise to the complaint. 

Members of the Coast Guard workforce who contacted Civil Rights Service Providers (CRSPs) to discuss workplace issues: 518 

Civilians who completed Informal Complaint Counseling: 113 

Military members who completed Informal Complaint Counseling: 28 

Outreach and Training: This section highlights the outreach efforts and training conducted by CRSPs to raise awareness and educate the workforce on Coast Guard EEO/EO principles. 
 
Onsite EO Reviews conducted at Coast Guard locations by CRSPs during FY24: 8 
 
Coast Guard members who received Civil Rights Awareness Training delivered by CRSPs: 19,118 
 
Timeliness and Formal Complaints: This section presents data on the efficiency and effectiveness of handling complaints and the number of formal complaints. Employees are given the option to file a formal complaint when the EEO/EO issue they reported cannot be resolved at the informal complaint stage. 

100% of Formal Complaints were processed within applicable timeframes. 

Civilian Formal Complaints: 43  
Military Formal Complaints: 13
