CANAPS Overview


Cooperating Agencies

The U.S. Coast Guard (USCG) Office of Response (G-MOR) worked with the National Pollution Funds Center (NPFC) and the Environmental Protection Agency (EPA) to develop the automated Ceiling And Numbering Assignment Processing System (CANAPS). CANAPS is a Web-based “wizard” that issues federal project numbers and authorized ceiling limits for various federally funded removal actions (FPNs and CPNs).

System Functionality

CANAPS is designed to minimize the need for Coast Guard Districts’ direct involvement in issuing ceilings while keeping District Commanders informed of responses in their Areas of Responsibility (AORs).

Users are reminded that CANAPS does not issue CPNs for EPA. Coast Guard users are also reminded that CANAPS does not alter existing emergency contracting authorities or limitations already in place for both the USCG Atlantic and Pacific Maintenance and Logistics Commands (MLCLANT and MLCPAC).

CANAPS allows field units to request:

  1. New FPN/CPNs and initial project ceilings
  2. FPN/CPN ceiling amendments (increases or decreases)
  3. FPN/CPN cancellations
  4. Current ceiling status of existing FPN/CPNs

Under normal operating conditions, CANAPS automatically generates and releases Oil Pollution Act of 1990 (OPA) and Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) ceiling messages via CGMS.

CANAPS reduces the need for District OPCENs to be involved in routine CERCLA and OPA/Clean Water Act (CWA) funding issues, except during unusual conditions (i.e., when a field unit’s direct access to the Internet has been disrupted or is otherwise unavailable).

When the System is Down

Authorized users of CANAPS are able to act as surrogates to request a ceiling on behalf of other authorized users when their access to CANAPS is disrupted:

  • District OPCENs have this authority/capability for units within their AOR, including for EPA Federal On-Scene Coordinators (FOSCs)/Regions.
  • EPA Regions are able to act as surrogates for their FOSCs when available.
  • The NPFC has the ability to act as a surrogate for any authorized CG or EPA field user of CANAPS.
  • NPFC is also able to issue numbers manually in the event CANAPS is completely unavailable.

Required Software

CANAPS is an Internet-based tool that requires only a Web browser and access to the Internet. CANAPS can be accessed via the Internet access USCG personnel have on the Standard Image or via external Internet access providers.

CANAPS has been tested and successfully accessed using the following browsers:
  • Internet Explorer (IE) version 4+
  • Netscape Navigator version 4+
  • American On-Line (AOL)

The NPFC cannot assure compatibility with other browsers; however, we invite users to report their experiences using additional browsers to the NPFC.
