Certificate of Financial Responsibility (COFR)
The National Pollution Funds Center is tasked with administering the vessel financial responsibility portions of the Oil Pollution Act of 1990 (OPA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).
COFR Application Overview
Effective September 18 at 12:00 am EST the ECOFR site will be deactivated. ECOFR users can apply and pay for COFR applications at:
https://www.pay.gov/public/form/start/1746454504/
Users will be required to enroll as a user in pay.gov, complete a user agreement, and complete a CG-5585 application form in order to apply for any COFR transaction. Users will need to upload the CG-5585 application form and pay for the COFR.
Applicants are required to submit a CG-5585 application form for all pay transactions, which are:
- New application;
- Supplemental application
- Renewal application, and;
- Vessel rename application.
New applicants are required to designate a US agent for service of process on the CG-5585 application form and submit a signed letter of concurrence from US agent for service of process designated on CG-5585.

The OPA 90 limits of liability for vessels have been adjusted due to an increase in the Consumer Price Index (CPI). The new limits and their effective date can be found here: https://www.govinfo.gov/content/pkg/FR-2019-08-13/pdf/2019-17234.pdf
