Change in Main Number and Office Hours
Effective January 12, 2026, the phone number for Vessel Certification Division will be changed to 206-815-7348. We will also change our office hours to 0700-1500 EST.
Effective September 18 at 12:00 am EST the ECOFR site will be deactivated. ECOFR users can apply and pay for COFR applications at: https://www.pay.gov/public/form/start/1746454504/
Users will be required to enroll as a user in pay.gov, complete a user agreement, and complete a CG-5585 application form in order to apply for any COFR transaction. Users will need to upload the CG-5585 application form and pay for the COFR.
Applicants are required to submit a CG-5585 application form for all pay transactions, which are:
- New application;
- Supplemental application
- Renewal application, and;
- Vessel rename application.
New applicants are required to designate a US agent for service of process on the CG-5585 application form and submit a signed letter of concurrence from US agent for service of process designated on CG-5585.
Please note that all amendments to active COFRs , other than vessel name changes, can be done by sending an email to HQS-SMB-NPFC-ECOFR@uscg.mil. Please provide name of operator, COFR number (if known) vessel name and description of change (example: ABC Inc,. COFR number 123456-11, vessel name ABC123, gross tonnage change from 1111 to 2222, effective June 25, 2025. For gross tonnage changes, please direct your guarantor to submit coverage with the amended tonnage and matching effective date provided). Other non-fee transactions include the following:
- Operator address change
- Vessel Type
- Hull Type (tank vessel only)
- Flag
- Vessel Owner Name
