NPFC's Mission & Vision


The NPFC Mission

Exceptional stewardship in administration of the Oil Spill Liability Trust Fund and the Coast Guard's use of the Superfund and Disaster Relief funds for pollution response. Oversee the vessel financial responsibility provisions of the Oil Pollution Act of 1990.

NPFC implements programs to accomplish the following four missions:

  1. Prompt funding for federal pollution response and restoration of natural resources injured by oil spills.
  2. Fair compensation of claimants harmed by oil pollution.
  3. Ensure "Polluter Pays" through cost recovery of federally funded oil pollution removal costs and damages from responsible parties.
  4. Determine financial responsibility of vessels operating in U.S. waters and provide information to support enforcement.
