Ms. Serena Dietrich

Deputy Assistant Commandant for Resources and Chief Financial Officer

Serena Dietrich assumed her current duties as the Deputy Assistant Commandant for Resources and Chief Financial Officer for the United States Coast Guard in September 2025. She is the principal advisor to the Assistant Commandant for Resources/Chief Financial Officer and senior staff for all budgetary, financial, and resource management activities relating to the programs and operations of the Coast Guard. As a component of the Department of Homeland Security, the Coast Guard is comprised of a nearly 53,000 member active duty, reserve and civil servant workforce with an annual budget of $14.5 billion.

Prior to this assignment, Ms. Dietrich served as the Chief Financial Officer of the Department of Homeland Security Office of Countering Weapons of Mass Destruction (CWMD) beginning in April 2024. Ms. Dietrich was responsible for financial management, financial reporting, accounting, travel processing, and internal control programs that supported the $420 million CWMD budget. Ms. Dietrich provided CWMD senior leadership with subject matter expertise, policy direction, and management advice for the full range of financial management, financial systems, and travel activities for the Office. These financial activities enabled CWMD’s efforts to prevent attacks against the United States using a weapon of mass destruction through timely, responsive support to operational partners.

Ms. Dietrich graduated from the United States Coast Guard Academy and was commissioned as a Coast Guard officer in 1986, retiring from the Coast Guard Reserve in 2014. She began her career in finance in 2007 with the Coast Guard’s major operational and mission support commands in Alameda, California. Ms. Dietrich earned an MBA from John F. Kennedy University in 2012, as well as Certified Defense Financial Manager (CDFM) and Certified Government Financial Manager (CGFM) designations. In 2013, Ms. Dietrich was selected for the Senior Service Civilian School program and graduated from the Naval Postgraduate School in 2015 with a Master of Arts, Security Studies (Homeland Security and Defense). She was selected for the DHS Senior Executive Service Candidate Development Program in 2021 and with Cohort 10, completed the American University Key Executive Leadership certification program in 2022.
