Ms. Shreena Lyons Morris serves as the Director of Contracting & Procurement and Head of the Contracting Activity (HCA) for the United States Coast Guard. In this role she provides strategic leadership, oversight, and policy direction for all acquisition and contracting operations, ensuring the effective and compliant execution of procurement activities to support Coast Guard missions.
Prior to joining the Coast Guard, Ms. Morris held multiple Senior Executive Service positions at the U.S. Office of Personnel Management (OPM). As Associate Chief Financial Officer for Financial Strategy and Operations, she provided executive leadership for enterprise initiatives focused on financial modernization, shared services, and mission support. She also served as Director and Senior Procurement Executive, where she led the agency’s acquisition workforce and oversaw procurement operations. In that capacity, she implemented strategic contract reform, established OPM’s first enterprise acquisition-governance framework, and strengthened compliance and service delivery across a $2.6 billion portfolio.
Ms. Morris brings more than 18 years of acquisition leadership experience. She began her federal career as Contracting Intern with the U.S. Army and has since held key roles at the U.S. General Services Administration, the Department of Homeland Security, the Defense Threat Reduction Agency, and the U.S. Army. Her leadership assignments have included Head of the Contracting Activity, Deputy Assistant Commissioner, and Section Chief, managing high-value portfolios that support national security, modernization, and enterprise transformation initiatives.
The daughter of a military family, Ms. Morris, has called the Washington, D.C. area home for more than 12 years. She holds a master’s degree in Procurement and Acquisition Management from Webster University, a bachelor’s degree in political science from the University of Washington, and the FAC-C Professional certification. She resides in Alexandria, Virginia, with her husband and daughter.
