Rear Admiral Rusty Dash assumed the duties as Commander, Personnel Service Center, in Washington, DC, on May 12th, 2023. In this capacity, he is responsible for executing the Coast Guard’s human resource policies by recruiting, accessing, assigning, developing careers, maintaining well-being, compensating, separating, and retiring the nearly 45,000 members of the active duty and reserve workforces.
Prior to his assignment to PSC, Rear Admiral Dash served as the Commanding Officer of the C5I Service Center (Command, Control, Computers, Communications, Cyber, and Intelligence) where he was responsible for delivering and maintaining the technology systems enabling Coast Guard operations and mission support.
His previous staff assignments included serving as the Office Chief of Coast Guard C5I Program Management (CG-68), Program Manager for the DHS Common Operating Picture at their Office of Applied Technology, Deputy Division Chief at the Operational Communications Division (LANT-6) on the Atlantic Area command staff, and several other technology management assignments.
Rear Admiral Dash’s field assignments included- serving as the Executive Officer of the Command, Control, Communications Engineering Center (C3CEN), Commanding Officer of CGC WASHINGTON (WPB-1331), Operations Officer of CGC NORTHLAND (WMEC-904), Officer In Charge of Law Enforcement Detachment 5C at Tactical Law Enforcement Team North, and Deck Watch Officer on CGC CAMPBELL (WMEC-904).
Rear Admiral Dash is a 1994 graduate of the Coast Guard Academy, New London, CT, where he earned a Bachelor of Science in mathematics and computer science. Rear Admiral Dash earned a Master of Science (with Distinction) in Information Technology Management from the Naval Postgraduate School, Monterey, CA, in 2007 and a earned a Master of Science degree (Distinguished Graduate) in Government Information Leadership with concentrations in Cyberspace Strategy and Cybersecurity Leadership from the National Defense University in 2017.
Rear Admiral Dash’s awards include Legion of Merit, Meritorious Service Medal (4x), as well as other personal, unit, and service awards. He is the 2018 Commander John P. Dailey Award winner for Outstanding Leadership and Mentorship within the Coast Guard C4IT Community.
RDML Dash and his wife Danielle have three adult sons; Bradley, Bryce, and Brendon.
