Master Chief Phadra Y. Hooker assumed the duties as the Eleventh District Command Master Chief on 07 May 2021. Her primary responsibilities are to advise the District Commander on issues and initiatives pertaining to all Coast Guard members and families who fall within the District Eleven AOR.

Prior to reporting to District Eleven, Master Chief Hooker served as the Sector San Francisco Command Master Chief. Her previous assignments include CG-11 Procurement and Logistics Coordinator, DCO-831 Finance and Supply Office, C4IT-SC Command Chief, Intel Coordination Center, MIFCLant, NE Regional Fisheries Training Center, Group Boston, PACAREA, District 11 Auxiliary Office and CGC MUNRO (WHEC-724) in Alameda, CA.

Master Chief Hooker is a graduate of the Coast Guard Senior Enlisted Leadership Course, Chief’s Academy Class CLXVIII, and Leadership and Management course. In 2017 she completed the Applied Suicide Intervention Skills Training to become an ASIST Caregiver and in 2019 she completed the Critical Incident Stress Management (CISM) course and is an active CISM Peer. Master Chief Hooker’s personal awards include a Meritorious Service Medal, four Coast Guard Commendation Medals, four Coast Guard Achievement Medals, 9 Coast Guard Good Conduct Medals and numerous other unit and team awards.  Master Chief Hooker is married to retired Command Master Chief Shane Hooker and they have three adult children.
