The United States Coast Guard’s Special Emphasis Program (SEP) plays a crucial role in fostering an equitable, inclusive, and high-performing workforce. SEPs are initiatives within federal agencies that focus on enhancing opportunities, addressing employment barriers, and supporting the career development of employees. Through educational programs, observances, and initiatives, SEP creates space to discuss barriers and amplify voices, enhancing the quality of life and professional growth for Coast Guard personnel.
In the Coast Guard, one common example of SEPs are the special observances for federally recognized groups, such as Black History Month and Women’s History Month. The Coast Guard participates in and supports the following eleven special observances throughout the year which are implemented by Presidential Proclamation, Executive Orders, Bills, or Public Laws:
January- Martin Luther King Jr. Day (Jan. 20, 2025)
February- Black History Month (Feb. 1-28, 2025)
March- Women’s History Month (March 1-31, 2025)
April- Days of Remembrance (April 23-30, 2025)
May- Asian American, Native Hawaiian and Pacific Islander Heritage Month (May 1-31, 2025)
June- LGBTQ+ Pride Month (June 1-30, 2025)
June- Juneteenth (June 19, 2025)
August- Women’s Equality Day (Aug. 26, 2025)
September- National Hispanic Heritage Month (Sept. 15-Oct. 15, 2025)
October- National Disability Employment Awareness Month (Oct. 1-31, 2025)
November- National Native American Heritage Month (Nov. 1-30, 2025)
Recognizing such observances allows personnel to gain a deeper understanding of the historical and cultural contributions of various groups and their impact made throughout the Nation's history. These observances often include workshops, discussions, and celebrations that allow the total workforce to actively participate in and engage with the histories, contributions, and challenges of different communities within the Coast Guard.
Every unit has a meaningful role to play in supporting such observances by encouraging personnel to participate in SEP observances and events at their respective locations. This could involve hosting local events or discussions tied to the observances, inviting guest speakers, or working with Leadership Diversity and Advisory Councils (LDAC). Recognizing and supporting SEP observances yields substantial benefits to the workforce. First, it builds cultural competence by educating personnel on the varied backgrounds of their colleagues, which promotes mutual respect and understanding. Enhanced cultural awareness also contributes to a positive atmosphere in the workplace, leading to improved communication, collaboration and innovation. Moreover, SEP observances encourage engagement and morale. When employees experience their cultures, histories, and perspectives acknowledged, it fosters a sense of belonging, which is critical for retention, motivation, and overall job satisfaction. This enables the Coast Guard to leverage the full potential of its workforce by creating a supportive environment where everyone can thrive and contribute at their highest level.
