Force Design 2028 – Empowering promotion boards to select officers of particular merit

As part of the Force Design 2028 initiative, the Coast Guard is updating policies and procedures to ensure our workforce is agile and ready to meet evolving mission demands. As we complete this year’s assignment, evaluation, and promotion cycles and begin preparing for Promotion Year/Assignment Year 2026 (PY/AY26), here are some of the key changes from the Force Design 2028 “People Campaign” that will affect officers.

Coast Guard Force Design 2028

Acting Commandant Kevin E. Lunday recently announced Force Design 2028 (FD 2028). Directed by Department of Homeland Security Secretary Kristi Noem and led by the Senior Advisor to the Secretary for the Coast Guard (SASCG) Mr. Sean Plankey, FD 2028 is creating a blueprint to ensure the Service is ready for the future and the Nation’s demands.
