CAPT Walcott reported as Chaplain of the Coast Guard in April 2018.

He was ordained as a minister in the Christian Reformed Church in 1984. His studies include a BA from Calvin College in Grand Rapids Michigan, a Master of Divinity from Calvin Theological Seminary and a Doctor of Ministry (Pastoral Response to Disasters) from Fuller Theological Seminary in Pasadena, CA. Before coming on active duty Rev. Walcott was a missionary in the Dominican Republic (1985-1990) and then the pastor of Baymeadows Community Church in Jacksonville, Florida (1991-1996).

Previous assignments include Force and Fleet Chaplain for Commander, U.S. Naval Forces Central Command and U.S. FIFTH Fleet; Atlantic Area Chaplain for the United States Coast Guard (2015-2017); USCG District Seven where he served as District Chaplain and chaplain for Sector Miami, Air Station Miami, Tactical Law Enforcement Team South, Maritime Safety Security Team 91114, and Homeland Security Task Force SE (2012-2015); Deputy Director of Manpower, Training, and Education for the Chief of Navy Chaplains in Washington D.C. where he served on the Department of the Navy’s Sexual Assault Prevention and Response Cross-Functional Team (2009-2012); Multi-National Forces Iraq as the Chief of Operations Chaplain spearheading the Religious Leader Engagement program (February 2008-March 2009); Deputy Command and Senior Protestant Chaplain at Naval Station Rota Spain (2005-2008); CVW-2 Chaplain with the Abraham Lincoln Carrier Strike Group where he was appointed to the leadership team directing the CSG response to the 2004 Tsunami in Indonesia (2003-2005); USCG District Nine Western Region Chaplain where he was responsible for all Coast Guard units on Lake Michigan and Lake Superior and responded to the attacks on the World Trade Center in the weeks following 9-11. (1998-2003); and MAG-16, 3rd MAW, at Marine Corps Air Station El Toro, California (1996-1998). Personal decorations include the Legion of Merit, Defense Meritorious Service Medal, the Meritorious Service Medal (three awards), Navy and Marine Corps Commendation Medal (three awards), Coast Guard Commendation Medal (two awards), the 9-11 Medal, the Joint Service Achievement Medal, and the Navy Achievement Medal.

Chaplain Walcott is married to Jaci VanHeukelom. They have four adult children and four grandchildren.
