Command Master Chief Spencer assumed the duties as Command Master Chief of the 7th Coast Guard District in June of 2018. Spencer serves as the senior enlisted advisor to the 7th District Commander on all things pertaining to Readiness, Relevance, and Responsiveness for the members and their families throughout the District encompassing South Carolina, Georgia, Florida, Puerto Rico and the U.S. Virgin Islands.

CMC Spencer, a native of Gulf Breeze, Florida, enlisted in the Coast Guard in 1995 at the age of 17. Upon graduating from Training Center Cape May, New Jersey, he reported aboard Coast Guard Cutter Courageous in Panama City, Florida. His subsequent assignments include Tactical Law Enforcement Team (TACLET) Gulf, New Orleans; TACLET South, Miami; Coast Guard Station Pensacola, Florida; Coast Guard Station Kenosha, Wisconsin; Coast Guard Cutter Wrangell in Portland, Maine and Manama, Bahrain; as Executive Petty Officer on Coast Guard Cutter Tarpon in Savannah, Georgia; Deck Department and Command Chief on Coast Guard Cutter Resolute in St. Petersburg, Florida; Officer-in-Charge of Coast Guard Cutter Barracuda in Eureka, California; Officer-in-Charge of Coast Guard Station San Francisco, and most recently as Command Master Chief Coast Guard Training Center Petaluma, California.

His personal awards include two Coast Guard Meritorious Service Medals with operational distinguishing device, three Coast Guard Commendation Medals with operational distinguishing device, the Coast Guard Combat Action Ribbon, and numerous other personal and unit awards. He is a graduate of the Coast Guard Chief Petty Officer Academy Class 145 and recipient of the Spirit of the Chief award.
