Mr. Gary Rasicot

Deputy for Personnel Readiness (DCMS-DPR)

U.S. Coast Guard

Mr. Gary Rasicot assumed the duties as the Deputy for Personnel Readiness (DCMS-DPR) at U.S. Coast Guard Headquarters in August 2023. Prior to assuming the duties of DPR, Mr. Rasicot served in several capacities within the Coast Guard and DHS, including Acting Assistant Secretary for the DHS Countering Weapons of Mass Destruction Office, Deputy Assistant Commandant for Human Resources, DCMS-DPR, TSA Chief of Operations, and Director Marine Transportation Systems. Returning to the role as DCMS-DPR, he maintains oversight and functionality of the Coast Guard's human resources, force readiness and Academy activities. Mr. Rasicot is working to implement the vision for talent management; to recruit, develop and retain a diverse, proficient and effective workforce meeting the current and future needs of the Coast Guard.

Mr. Rasicot served as an active-duty Coast Guard officer for 24 years. His military assignments included Chief, Coast Guard Drug Interdiction Program; Liaison Officer to the Joint Staff Counternarcotic Division; Commanding Officer, USCGC MOHAWK; Director for Maritime Security Policy, Homeland Security Council at the White House; and Chief of the Coast Guard Office of Counterterrorism and Special Missions. Mr. Rasicot’s final active duty assignment was Deputy Commander, U.S. Deployable Operations Group, where he was responsible for the establishment of the Coast Guard’s single point of control for the staffing, training, and logistics support for deployable capabilities. In his role as Deputy Commander, Mr. Rasicot oversaw the consolidation and daily operations of 27 field units comprised of 3,000 persons.

Mr. Rasicot is a 1984 graduate of the United States Coast Guard Academy in New London, CT, where he received a Bachelor of Science degree. He holds a Master’s Degree in Strategic Studies from the U.S. Army War College and a Master’s Degree in Public Administration from the University of Maryland.
