Edward J. Gibbons is the Director of the Contracting and Procurement Modernization Task Force, leading an integrated team of Contracting Professionals, Program Managers, and Operational Customers focused on executing the Coast Guard’s Buy Better Revolution. The Buy Better Revolution will modernize how the Contracting and Procurement Enterprise does business, making support systems easier for customers, making the Coast Guard an employer of choice for Contracting and Procurement Professionals, and providing the tools and programs needed to continually improve the lifecycle of Contracting and Procurement activities.

Ed Gibbons has served as the Executive Director of US Coast Guard Aviation Logistics Center (ALC) since December 2017. He is a retired Coast Guard Officer and member of the Aeronautical Engineering community as well as a career rotary wing aviator with operational experience in both of the Coast Guard’s helicopter types: the H-65 Dolphin and the H-60 Jayhawk. He is a former Commanding Officer of ALC, and also served ALC as the H60 Product Line Manager and as the Program Manager supporting ALC’s Business Operations Division as a member of the Elizabeth City based company Vector CSP.

Ed has diverse operational experience with aviation tours of duty that began at Group/Air Station Astoria, OR, subsequently serving at Air Station Miami, Air Station/Activities San Diego (as Engineering Officer) and Air Station Cape Cod MA (as Executive Officer and Commanding Officer). He also served as the Fifth Coast Guard District’s Chief of Response and as the Director of Mission Support Integration for the Deputy Commandant of Mission Support. His military awards include the Legion of Merit (2), the Meritorious Service Medal (3), the Air Medal, and several others.

A 1985 graduate of the US Coast Guard Academy, Ed’s first tour of duty was a Deck Watch Officer on the USCGC BOUTWELL (WHEC-719), based in Seattle WA, most noteworthy for the personal highlight of meeting his wife June. He holds a Bachelor of Science Degree in Electrical Engineering from the U.S. Coast Guard Academy and a Master of Business Administration Degree from City University in Seattle, WA. He also holds a Master of Arts Degree in National Security and Strategic Studies from the US Naval War College. Ed is the son of the late Ann and Leonard Gibbons, and hails from Holyoke, MA. June and Ed have three children Willow, Sophie, and Dylan.
