Captain Webster D. Balding

Captain Webster D. Balding was commissioned an Ensign in the US Coast Guard on 01 May 1987, after completing Officer Candidate School at USCG Training Center Yorktown, Va. He holds a Bachelor of Arts from The Citadel, The Military College of South Carolina, and a Masters Degree in National Security and Strategic Studies from the US Naval War College, Newport, R.I.

Captain Balding has served aboard six ships prior to assuming command of USCGC JARVIS (WHEC 725). His previous afloat assignments include Commanding Officer of CGC RELIANCE (WMEC 615), Kittery, Maine; Executive Officer of CGC ACUSHNET (WMEC 167) Ketchikan, Alaska; Commanding Officer of CGC ANACAPA (WPB 1335) Petersburg, Alaska; Navigator aboard USS COCHRANE (DDG 21) and USS RODNEY M. DAVIS (FFG 60) Yokosuka, Japan; and Deck Watch Officer on CGC ALERT (WMEC 630) Cape May, New Jersey.

His staff assignments ashore include his previous duty station serving as the Maritime Special Advisor in the Office of the Secretary of Defense, Homeland Defense and Americas’ Security Affairs; Surface Operations Officer at USCG Caribbean Squadron, Miami, Florida; 110’ Patrol Boat Program Manager/Law Enforcement Duty Officer at CG District 17 in Juneau, Alaska; Office of the Chief of Staff at CG Headquarters, Washington, DC; and Assistant Section Chief, Major Cutter Forces at CG Atlantic Area Headquarters, Portsmouth, Virginia.

During his career he has been designated a Permanent Cutterman and a U.S. Naval Surface Warfare Officer. His decorations include Coast Guard Meritorious Service Medal with 1 Star, Coast Guard Commendation Medals with 2 Stars, Coast Guard Achievement Medal with 1 Star, and a Commandant’s Letter of Commendation.
