Commander Ladonn Allen

Commander Allen graduated from the U.S. Coast Guard Officer Candidate School in July, 1994.  Her first assignment was at USCG Headquarters until 1995 when she transferred to the Coast Guard District Seven in Miami, FL, where she served as the Assistant Chief, Compliance Branch until 1996.  She received orders to Marine Safety Office Miami as a Port State Control and Vessel Hull Inspector and in 1998 transferred to Sector Mobile, AL and joined the Inspection Department, as Chief of the Domestic Vessel New Construction Branch.  During her tour in Mobile, Commander Allen was also assigned as the Marine Prevention and Response Branch Chief for the Port Operations Department where she conducted Port Operations and Pollution Investigations as a Federal On-Scene Coordinator’s Representative.  She then became the Chief of the Contingency Preparedness Department and conducted Contingency Planning for five deepwater ports in FL, AL and MS after 9/11.  In 2003, Commander Allen was assigned to the USCG Training Center Yorktown as School Chief for the Contingency Preparedness and Response Management School, in Yorktown, VA and became a lead instructor for the National Incident Management System (NIMS) Incident Command System (ICS).  In 2007, Commander Allen transferred to Sector Upper Mississippi River, St. Louis, MO, as the Chief of the Inspections and Investigations Department, and fleeted up as Chief of the Prevention Department.  As Prevention Department Chief, she was responsible for the planning, prevention and response missions of three Coast Guard Marine Safety Detachments, five Coast Guard WLR River Tenders, and four Shoreside Support Detachments across eleven states.  Prior to her arrival in Jacksonville, FL, Commander Allen was assigned to a joint billet at NORAD and U.S. NORTHERN COMMAND on Peterson Air Force Base, Colorado Springs, CO.   She was the lead planner for the AMALGAM MAKO maritime and ARCTIC EDGE Arctic exercise series, and the Canadian and U.S. Tri-Command Staff Talks, preparing the commands for maritime and Arctic homeland safety, security and defense.  While assigned to this billet, Commander Allen drafted the first Canada and U.S. Tri-Command Training and Exercise plan, attended the Canadian Security Studies Program at the Canadian Forces College, and was the recipient of the NORAD and USNORTHCOM Field Grade Officer of the Quarter Award and the J7 Field Grade Officer of the Year.
 
Commander Allen’s military awards include the Defense Meritorious Service Medal, four Coast Guard Commendation Medals, Global War on Terrorism Service Medal, three Coast Guard Achievement Medals, three Commandant Letters of Commendation and numerous unit and service awards.
 
Commander Allen is married to Steve Allen (USAF Retired) from Newfoundland, Canada, and has one daughter in the third grade, Marina Skye.
