Captain Turner is a 1987 graduate of the U. S. Coast Guard Academy, where he earned a Bachelor of Science Degree in Civil Engineering. From 1987 to 1989, he served as Deck Watch Officer and Combat Information Center Officer aboard Coast Guard Cutter MIDGETT, home ported in Alameda, California. Upon completion of this tour, he attended Navy Flight School in Pensacola, Florida earning his aviation wings in January 1991.
Captain Turner's first operational aviation assignment was to Air Station Clearwater, Florida, where, he flew the HH-3F "Pelican" and the HH-60J "Jayhawk", performing a wide-range of missions in the Southeast and Caribbean regions, including Operation Bahamas, Turks , and Caicos. In 1996, Captain Turner transferred to Air Station Kodiak, Alaska, where he continued to serve as an Aircraft Commander in the H-60. While at Kodiak, he planned and coordinated the first H-60 winter deployments to Cold Bay and Saint Paul Island to provide SAR response for the dangerous Bering Sea crab season. In 1999, Captain Turner was assigned to Aviation Training Center Mobile, Alabama, where he served as an H-60 Instructor Pilot, Flight Examiner, Assistant Training Branch Chief and Branch Chief. During this tour, he earned a Master's of Aeronautical Science Degree from Embry-Riddle Aeronautical University. In 2003, Captain Turner was assigned as Operations Officer at Coast Guard Group / Air Station Astoria, Oregon. From June of 2006 to July 2008, he served as Commanding Officer of Coast Guard Air Station Sitka, Alaska. In the summer of 2008, Captain Turner transferred to U. S. Northern Command in Colorado Springs, Colorado where he served as the Future Operations Division Military Deputy and as Operational Manager for two Maritime Domain Awareness Joint Capability Technology Demonstration programs, Comprehensive Maritime Awareness (CMA) and Maritime Automatic Super Track Enhanced Reporting (MASTER).
Captain Turner's military awards include a Meritorious Service Medal, an Air Medal, two Coast Guard Commendation Medals, an Army Commendation Medal, three Coast Guard Achievement Medals and two Commandant's Letters of Commendation Ribbons.
