1. Paragraph 1.d (Communications) of REF (A) is cancelled and superseded by the
a. Communications: The Coast Guard is taking a measured, disciplined approach
to internal and external communications, with authority for approval and release
of messaging/communications content and timing at the DCMS and 092 level. DCMS has
approved and released a COVID-19 Vaccine Communication Action Plan (CAP) and Public
Affairs Guidance (PAG). Coast Guard public affairs posture remains passive,
response to query.
b. Commanders, staffs, and units are not authorized to conduct public affairs
outreach to publicize unit vaccination efforts. At this time, response to external
queries regarding Coast Guard vaccine efforts is not authorized, except release of
the following statement: “The Coast Guard is working with the Department of
Defense on a coordinated COVID-19 vaccine roll-out plan. This national plan, known
as Operation Warp Speed, is a multi-agency effort to prioritize, rapidly distribute,
and administer a COVID-19 vaccine, to maintain readiness and support the national
