The following is excerpted from the Uniform Regulations, COMDTINST M1020.6F, chapter 3.E.
Insignia denote a significant level of qualification or designation in specialized fields that meet an established standard of knowledge, training, and experience.
When wearing ribbons or medals, a member may wear up to two insignia in accordance with the specific guidelines below. When wearing two insignia, wear the insignia most applicable to the current assignment uppermost. Otherwise, wear the most recently earned uppermost.
Full-size qualification insignia are worn on all uniforms except miniature insignia are worn on the Dinner Dress and formal uniforms.
The polishing or high gloss plating of Coast Guard qualification insignia originally finished in a single color (completely gold, silver, satin antique pewter or satin antique gold colored finishes) is authorized. Personnel must make this modification at their own expense. Polished or high gloss insignia are authorized for optional wear unless prohibited by the uniform prescribing authority.
Metal insignia are worn on all uniforms with the exception of the Operational Dress Uniform.

Devices denote command afloat and command ashore experience. The Command Afloat and Command Ashore Devices are considered equivalent. Personnel entitled to wear the devices may wear them in addition to any other qualification insignia. Full-size devices will be worn on full dress uniforms. Miniature devices will be worn on all other uniforms. Two command devices may be worn at the same time on most uniforms; however, incumbent COs and OICs are authorized to wear their current embroidered miniature device on the ODU. It is standard protocol for admirals not to wear devices.

Service and identification badges provide recognition of personnel serving on special assignment. Only two special service or identification badges may be worn at one time. Full-size badges are worn on the Full Dress and Service Dress uniforms. Miniature badges are worn on the Formal Dress, all Dinner Dress, Tropical Blue and Winter Dress uniforms.
