As of August 1, 2013, Coast Guard Headquarters is in the process of relocating from its current location at Buzzard Point to the historic St. Elizabeths Hospital site in Ward 8. The new, state-of-the-art Coast Guard Headquarters will be a part of the consolidated U.S. Department of Homeland Security (DHS) campus. The government is using a phased development approach to the new campus. When completed, the campus will host 14,000 employees. The Coast Guard is the first to occupy the site, with its headquarters move scheduled to be complete by early November 2013.
DHS component agencies currently occupy more than 7 million square feet of office space at 50 locations throughout the Washington metro area. By consolidating DHS Headquarters at St. Elizabeths, the government will reduce the department’s footprint to about seven or eight locations and eliminate a significant number of leases.
The General Services Administration (GSA) developed a master plan for the DHS Headquarters based on a determination that the St. Elizabeths west campus was the only site with the potential to meet the department’s space and timeline requirements. GSA hired the architectural firm Perkins and Will to complete the site’s preliminary design. In August 2009, the government let a $435 million contract to Clark Design Build Ltd. for the final design and construction of the project’s first phase. Because the site is a designated national historic landmark, the GSA took into consideration the requirements of the Historic Preservation Act, which resulted in the inclusion of both new construction and adaptive reuse of historic buildings. The site development project is phased in order to align with appropriations that fund the construction.
