Arctic Hearing

Coast Guard Commandant Adm. Bob Papp responds to a question during a House Subcommittee on Coast Guard and Marine Transportation hearing on, "Protecting U.S. Sovereignty: Coast Guard Operations in the Arctic," at the Rayburn House Office Building in Washington, D.C., on Dec. 1, 2011.  State of Alaska Lt. Gov.
