Planning, Readiness and Incident Management Department
The PRIM Department is responsible for the planning and port preparedness of all major maritime safety and security contingencies and pollution response for Puerto Rico and the U. S. Virgin Islands. The major contingencies include Search and Rescue, Maritime Homeland Security, Marine Environmental Protection, Marine Fire Fighting, Hurricane Preparedness and other natural disasters. The PRIM Staff coordinates internal Coast Guard operational plans and liaisons with other Federal, Territory and Commonwealth government agencies and local port authority and maritime industry representatives to develop and exercise port contingency plans.
The other mission of the PRIM Department is emergency response to pollution incidents/hazardous substance, and Weapons of Mass Destruction WMD events. For pollution/hazardous substance, this includes containment and clean-up of oil discharges into the navigable waters of the United States and releases of hazardous substances or pollutants into the environment. COTP Sector San Juan serves as the Federal On-Scene Coordinator (FOSC) and carries out all designated responsibilities for incidents involving a known discharge or release from a commercial vessel, a vessel transfer operation, or a marine transportation related (MTR) facility. If the incident involves any other type of source, FOSC will then carry out responsibility under the National Contingency Plan (NCP), and Regional and Area Contingency Plans (ACP), by working closely with the Environmental Protection Agency (EPA) to the fullest extent possible when requested by the EPA FOSC. Sector San Juan’s response to a discharge/release most frequently and primarily involves ensuring that responsible parties conduct an appropriate initial response and subsequent cleanup. Minimizing damage and adverse impact to the environment is paramount.
For WMD, the division works closely with other law enforcement agencies, such as FBI, National Guard CSTs, and FEMA to coordinate consequence management actions during a response to incidents involving a Weapon of Mass Destruction (WMD).
