The Panel convened on 13 October 2009 to consider the disposition of all members of the Port Security (PS) Specialist Rating and any active status reserve enlisted member requesting to lateral to the new Maritime Enforcement (ME) Specialist rating. If a member’s name is not listed on the panel report above, they were not approved for a lateral to ME or a legacy rating. The ME rating will officially stand up on January 1, 2010.

The Panel selected members as ME Permanent, ME Provisional, or approved a PS member’s lateral to another legacy rating. Any PS who did not take any action prior to this Panel’s convening shall be transferred to the Inactive Status List (ISL) as a PS in accordance with ALCOAST 348/09.
Some individuals, who met most, but not all qualifications for the ME rating, were designated as provisional. Those members will have 36 months to complete the remaining requirements. Members designated with a “Note 1” will become permanent once they have a final security clearance. Proof of a final Security Clearance should be sent to MECM Lowry at the above email address. Members designated with a “Note 2” will become permanent once they have submitted a complete DD-2760 (Lautenberg Amendment).
Detailed information for those members, along with the process for attaining permanent designation, can be found in the ME FAQ’s. RPM, in conjunction with MECM Lowry, will track provisional members, and ensure commands are notified six months prior to the end of the 36-month period of any provisional ME members who have not attained permanent status.
