THE PURPOSE OF THIS MESSAGE IS TO REVISE POLICY AND PROCEDURES FOR RESERVE ACTIVE DUTY REQUIREMENTS IN REF A, SPECIFICALLY TO: A. EMPHASIZE TO UNIT COMMANDERS AND ORDER APPROVING OFFICIALS THE ACTIVE DUTY REQUIREMENTS PRIOR TO RESERVISTS ACCUMULATING 16 OR 18 YEARS COMBINED ACTIVE SERVICE (EXCEPT ADT-AT) B. INCORPORATE COMMANDER CGPC-RPM INTO THE AUTHORIZATION CHAIN TO EVALUATE REQUESTS FOR RETENTION ON ADSW AND ON ACTIVE DUTY ORDERS UNDER TITLES 10 OR 14 C. DELEGATE APPROVAL AUTHORITY TO COMDT (CG-13) FOR ALL REQUESTS D. IMPLEMENT STANDARD BUSINESS RULES THAT ENSURE MISSION REQUIREMENTS, MEMBER CIRCUMSTANCES, AND FINANCIAL CONSIDERATIONS ARE FAIRLY EVALUATED 2. THE VALUE OF THE RESERVE TO TEAM COAST GUARD AND ITS CONTRIBUTION TO MISSION READINESS AND NATIONAL SECURITY CANNOT BE OVERSTATED. SINCE THE MASS MOBILIZATIONS FOLLOWING THE SEPTEMBER 2001 TERRORIST ATTACKS, 6857 RESERVISTS HAVE BEEN INVOLUNTARILY RECALLED TO ACTIVE DUTY. MANY HAVE RESPONDED TO MULTIPLE MOBILIZATIONS AND ALSO PERFORMED OTHER ACTIVE DUTY. CONSEQUENTLY, OUR PROTRACTED NEED FOR PORT SAFETY AND SECURITY EXPERTISE HAS CAUSED SOME RESERVISTS TO ACCUMULATE SIGNIFICANT TOTAL COMBINED ACTIVE SERVICE. 3. IAW REF B, RESERVISTS ON ACTIVE DUTY (EXCEPT ANNUAL TRAINING) WHO ACCUMULATE 18 YEARS COMBINED ACTIVE SERVICE SHALL NOT BE INVOLUNTARILY RELEASED FROM THAT DUTY UNTIL THEY HAVE ACCRUED 20 YEARS OF ACTIVE DUTY AND BECOME ENTITLED TO AN ACTIVE DUTY RETIREMENT. THE INTENT OF THE REF A POLICY IS TO MANAGE RESERVISTS APPROACHING THIS 18 YEAR MARK AND EVALUATE THEM FOR CONTINUED ACTIVE DUTY, INCLUDING INVOLUNTARY MOBILIZATION. 4. EFFECTIVE IMMEDIATELY, REQUESTS TO RETAIN RESERVISTS ON ACTIVE DUTY BEYOND 16 AND 18 YEARS COMBINED ACTIVE SERVICE SHALL BE SUBMITTED THRU THE UNIT CHAIN OF COMMAND AND CGPC-RPM PRIOR TO COMDT (CG-13). REQUESTS ARE INITIATED BY THE ORDER APPROVING OFFICIAL FOR ADSW AND THE SERVICING ISC FOR INVOLUNTARY RECALL. CGPC-OPM AND EPM WILL CONTINUE TO INITIATE RETENTION REQUESTS FOR EXTENDED ACTIVE DUTY. REQUESTS WITH NEGATIVE ENDORSEMENTS WILL BE FORWARDED FOR FINAL DISPOSITION. FORMAT REQUEST AS FOLLOWS: A. SERVICE NEED. STATE THE ACTIVE DUTY TYPE AND INCLUSIVE DATES. DESCRIBE THE WORK REQUIRED TO MEET MISSION, INCLUDING ANY PENDING OR PREVIOUSLY DENIED ACTIVE DUTY PERSONNEL REQUESTS. ALSO ADDRESS THE NAMED RESERVISTS CRITICALITY TO MISSION REQUIREMENTS. B. MEMBER CIRCUMSTANCES. DESCRIBE RESERVISTS QUALIFICATIONS TO PERFORM REQUIRED WORK. INCLUDE BRIEF HISTORY OF RESERVISTS PREVIOUS ACTIVE DUTY LEADING TO 16 OR 18 YEAR THRESHOLD, RELEVANT PERSONAL AND PROFESSIONAL CIRCUMSTANCES, AND AGE. C. ALTERNATIVES. DESCRIBE OTHER ALTERNATIVES TO RETAINING RESERVIST ON ACTIVE DUTY WHICH WOULD ALLOW THE UNIT TO MEET MISSION REQUIREMENTS (E.G. USE OF CONTRACTED PERSONNEL, OTHER ACTIVE DUTY STAFF, ETC.). D. FOR RETENTION ON ADSW BEYOND 18 YEARS COMBINED ACTIVE SERVICE, A COMMITMENT TO ANNUAL FTE AND FUNDING FOR CONTINUOUS ACTIVE DUTY BETWEEN 18 AND 20 YEARS. STATE IF THE ADSW IS EXEMPT FROM ANNUAL FTE CEILINGS AND ALLOCATIONS. IF NOT EXEMPT, INCLUDE AN ENDORSEMENT FROM THE RESPONSIBLE PROGRAM FTE MANAGER AGREEING TO PROVIDE FTE FOR EACH NON-EXEMPTED FY DURING RETIREMENT SANCTUARY. 5. REQUESTS FOR RETENTION BEYOND 16 YEARS TOTAL COMBINED ACTIVE SERVICE WILL NORMALLY BE APPROVED WHEN MISSION REQUIREMENTS, FUNDING, AND JUSTIFICATIONS ARE SATISFACTORILY ADDRESSED AND ENDORSED BY THE CHAIN OF COMMAND. REQUESTS FOR RETENTION BEYOND 18 YEARS TOTAL COMBINED ACTIVE SERVICE WILL NORMALLY BE APPROVED WHEN ALL AFOREMENTIONED CRITERIA, PLUS FTE AVAILABILITY, ARE SATISFACTORILY ADDRESSED AND ENDORSED THROUGH THE RESERVISTS 20TH YEAR OF ACTIVE DUTY. 6. EFFECTIVE IMMEDIATELY COMDT (CG-1311) WILL MAINTAIN OVERSIGHT AND POLICY OF RESERVE PERSONNEL EMPLOYED IN ALL FORMS OF ADSW. ACCOUNTABILITY OF FTE ALLOCATION AND CAP MANAGEMENT WILL CONTINUE TO BE MANAGED THRU THE EXISTING METHODS WITH CAP MANAGERS. RELEASE OF NEW ADSW COMDTINST 1330.1D IS FORTHCOMING. 7. ADDITIONAL POLICY ENHANCEMENTS WILL BE PUBLISHED AS NEEDED TO ENSURE POSITIVE CONTROL OF ACTIVE DUTY REQUIREMENTS. HQ WILL CONTINUE EFFORTS ON IMPROVING HUMAN RESOURCE SYSTEMS, ACCOUNTABILITY AND RESPONSIBILITY FOR ADSW AND TITLE 10 ORDERS, AND CONFORMITY WITH STRATEGIC MODERNIZATION INITIATIVES.
