1. FOR MORE THAN 65 YEARS THE U.S. COAST GUARD HAS RELIED
ON THE SURGE CAPACITY OF ITS RESERVE FORCES TO ACCOMPLISH A
VARIETY OF MISSIONS AT HOME AND ABROAD. THESE CITIZEN-COAST GUARD
MEN AND WOMEN HAIL FROM A VARIETY OF BACKGROUNDS, BOTH
EDUCATIONALLY AND PROFESSIONALLY. THEY ARE POLICE OFFICERS,
FIREMEN, TEACHERS, STUDENTS, DOCTORS, STATE AND FEDERAL CIVIL
SERVANTS WHO HAVE CHOSEN TO SERVE THEIR COUNTRY AFTER WORK HOURS
AND ON WEEKENDS. ALTHOUGH NORMALLY SERVING IN A "PART TIME"
CAPACITY, THEY SHOULDER FULL-TIME RESPONSIBILITIES. REGARDLESS OF
MILITARY AFFILIATION, A COAST GUARD MEMBER IS A COAST GUARD MEMBER.
2. THE COMMANDANT RECENTLY SIGNED THE REVISED U.S. COAST GUARD
RESERVE POLICY STATEMENT CONTAINED IN REF B. THIS DOCUMENT RENEWS
THE THREE FUNCTIONAL AREAS OF EMPHASIS FOR MEMBERS OF OUR RESERVE
FORCES: HOMELAND SECURITY, SUPPORT OF DOD OPERATIONS AND RESPONSE
TO DOMESTIC DISASTERS. IN ORDER TO PROVIDE THESE CAPABILITIES,
RESERVISTS MUST TRAIN AND BE TRAINED BY THE COMMANDS TO WHICH THEY
ARE ASSIGNED. IT IS IMPERATIVE THEY BE FULLY QUALIFIED TO FULFILL
THEIR ASSIGNED DUTIES UPON MOBILIZATION.
3. PROFESSIONAL DEVELOPMENT IS BOTH AN INDIVIDUAL AND COMMAND
RESPONSIBILITY. SENIOR RESERVE OFFICERS AND SENIOR ENLISTED
RESERVISTS NEED TO SEEK OUT LEADERSHIP OPPORTUNITIES AND BECOME
MORE ACTIVELY ENGAGED IN RESERVE WORKFORCE MANAGEMENT AT THE UNIT
LEVEL. SENIOR ENLISTED MEMBERS NEED TO EMBRACE THE CONCEPT OF
"TRAINING ONE'S REPLACEMENT." JUNIOR OFFICERS MUST BE PROVIDED
LEADERSHIP AND TRAINING OPPORTUNITIES TO BROADEN REQUISITE SKILLS.
ENLISTED RESERVISTS MUST BE PROVIDED OPPORTUNITIES TO QUALIFY AS
BOAT CREWMEN, COXSWAINS, BTM-S AND BO-S, WHILE MASTERING THE
SPECIFIC REQUIREMENTS OF THEIR RATINGS. ALL RESERVE JUNIOR PETTY
OFFICERS AND NON-PETTY OFFICERS SHOULD BE ENCOURAGED TO WORK
TOWARDS ADVANCEMENT AND MENTORED AS SUCH. FOR THE COAST GUARD'S
NEWEST MEMBERS INDIVIDUAL DEVELOPMENT PLANS (IDP-S) SHALL BE
COMPLETED AND MONITORED. THE COMMAND MUST DO ALL THAT IT CAN TO
ENSURE THE SUCCESS OF THESE NEWEST MEMBERS. THEY ARE THE COAST
GUARD'S FUTURE. HINDERING THE OPPORTUNITIES OF THOSE MOST JUNIOR IS
COUNTER PRODUCTIVE AND ONLY SERVES TO CREATE FRUSTRATION AND LOWER
MORALE WITHIN OUR WORKFORCE.
4. IAW REF C. ALL ENLISTED RESERVE MEMBERS, E-7 THRU E-9, SHALL
APPLY TO AND ATTEND EITHER THE CPO ACADEMY OR EQUIVALENT DOD SENIOR
ENLISTED LEADERSHIP SCHOOL, UNLESS ALREADY A GRADUATE.
5. UNTIL DEDICATED RESERVE BILLETS ARE IDENTIFIED, I STRONGLY
ENCOURAGE SECTOR COMMANDERS TO SOLICIT IAW REF D AND APPOINT ONE
QUALIFIED SENIOR ENLISTED RESERVE MEMBER FROM WITHIN THE D7 AOR TO
SERVE AS A RESERVE SECTOR COMMAND CHIEF, SENIOR CHIEF OR MASTER
CHIEF. THE ISC MIAMI ENLISTED BILLET MANAGERS WILL WORK WITH D7 TO
MANAGE THIS EFFORT. APPLICATIONS WILL BE SUBMITTED TO THE
APPROPIATE SECTOR COMMANDER, NOT CGPC-RPM-2. THIS SECTOR "SILVER
BADGE" WILL SERVE ALONGSIDE THEIR ACTIVE DUTY COUNTERPART,
REPRESENTING THE INTERESTS OF ENLISTED RESERVISTS ASSIGNED WITHIN
THE SECTOR. THEY WILL ALSO SERVE AS THE LINK BETWEEN FIELD COMMANDS
AND THE DISTRICT RESERVE COMMAND MASTER
CHIEF.
6. I AM COMMITTED TO ENSURING THE READINESS OF THE U.S. COAST GUARD
RESERVE MEN AND WOMEN ASSIGNED WITHIN THE SEVENTH DISTRICT. TO THIS
END FIELD COMMANDERS SHALL BE FAMILIAR WITH THE POLICIES AND
PROCEDURES OUTLINED IN REFS A THRU D AND SHALL PROVIDE THE
NECESSARY OVERSIGHT AT THE FIELD LEVEL. OVER THE PAST SIX DECADES
THE U.S. COAST GUARD RESERVE HAS WRITTEN A PROUD HISTORY OF SERVICE
TO OUR NATION. OUR RESERVE FORCES SERVE TO SUPPORT THE U.S. COAST
GUARD; THE U.S. COAST GUARD WILL DO NO LESS THAN SUPPORT THEM.
