SUBJ: 2008-2009 EXECUTIVE POTENTIAL PROGRAM
1. THE EXECUTIVE POTENTIAL PROGRAM OFFERED BY THE UNITED STATES
DEPARTMENT OF AGRICULTURE (USDA) GRADUATE SCHOOL IS A LEADERSHIP
DEVELOPMENT PROGRAM DESIGNED FOR SENIOR-LEVEL EMPLOYEES TO ENHANCE
THEIR COMPETENCIES TO BECOME A SUCCESSFUL LEADER.  THE 12-MONTH
PROGRAM IS BASED ON THE OFFICE OF PERSONNEL MANAGEMENTS [OPM]
EXECUTIVE CORE QUALIFICATIONS (ECQ) AND THE USDA GRADUATE SCHOOLS
LEADERSHIP EFFECTIVENESS INVENTORY WHICH ALIGN WITH THE COAST
GUARDS 28 LEADERSHIP COMPETENCIES.
2. APPLICANTS MUST BE FULL-TIME PERMANENT CIVILIAN EMPLOYEES AT THE
GS-13 TO GS-15 LEVEL, WAGE GRADE (WS-14 TO WS-18 AND WL-14 AND WL-
15) LEVEL, OR ACTIVE DUTY MILITARY EQUIVALENT (O-4 AND O-5) WHO
HAVE DEMONSTRATED SIGNIFICANT MANAGERIAL OR EXECUTIVE POTENTIAL BUT
HAVE HAD LIMITED FORMAL MANAGERIAL TRAINING.  THERE ARE FOUR
QUOTAS: THREE CIVILIANS AND ONE MILITARY. ADDITIONAL PROGRAM

3. PARTICIPANTS WILL BE AWAY FROM REGULAR DUTIES FOR A MINIMUM OF
SIX-MONTHS DURING THE PROGRAM YEAR WHICH BEGINS WITH A WEEK OF
ORIENTATION ON 10 MAR 2008. SUBMIT ETR BY 01 FEB 2008.  THIS
CHALLENGING CURRICULUM OF EXPERIENTIAL LEARNING AND CLASSROOM
INSTRUCTION INCLUDES:
 A. 360-DEGREE FEEDBACK ASSESSMENT LEADERSHIP EFFECTIVENESS
INVENTORY.
 B. LEADERSHIP DEVELOPMENT PLAN.
 C. TEAM PROJECTS TO EXPLORE ISSUES FACING FEDERAL MANAGERS.
 D. COACHING BY A SENIOR EXECUTIVE MENTOR.
 E. FOUR ONE-WEEK RESIDENTIAL SESSIONS (WHICH INCLUDE THE
ORIENTATION WEEK).
 F. INTERVIEWS OF FIVE SENIOR EXECUTIVES AND A "SHADOWING"
ASSIGNMENT OF A HIGH-LEVEL AGENCY OFFICIAL.
 G. TWO 60-DAY DEVELOPMENTAL WORK ASSIGNMENTS AWAY FROM THE
CURRENT POSITION TO PROVIDE EXPOSURE AND VISIBILITY AT THE HIGHEST
LEVELS OF AGENCY LEADERSHIP.
 H. BENCHMARKING TO IDENTIFY OUTSTANDING LEADERSHIP PRACTICES.
4. TO APPLY:
 A. COORDINATE WITH YOUR TRAINING OFFICER/ESO TO SUBMIT AN
ELECTRONIC TRAINING REQUEST (ETR) UTILIZING DIRECT ACCESS (COURSE
CODE: 500915). HISTORICALLY DEMAND HAS BEEN HIGH AND WILL LIKELY
EXCEED SEATS AVAILABLE FOR EACH SESSION. ALL ETRS IN THE SYSTEM
INCLUDING THOSE ON THE WAITING LIST WILL BE CONSIDERED THROUGH A
PROGRAM MANAGER SELECTION PROCESS.
 B. COMPLETE A USDA GRAD SCHOOL PROGRAM APPLICATION FORM, WHICH
INCLUDES STATEMENTS FROM THE APPLICANT AND THEIR SUPERVISOR.
SUPERVISORS MUST ADDRESS THE APPLICANTS POTENTIAL FOR LEADERSHIP
AND MANAGERIAL RESPONSIBILITIES.  THE APPLICATION FORM IS AVAILABLE

 C. SUBMIT A CURRENT OF-612, RESUME, OR EQUIVALENT DOCUMENTATION
SIGNED AND DATED BY THE APPLICANT SHOWING CURRENT HOME ADDRESS.
 D. INCLUDE A LETTER OF NOMINATION, IN CG MEMO FORMAT, FROM THE
FIRST FLAG OFFICER OR SES IN THE APPLICANTS CHAIN OF COMMAND.
5. SCAN THE DOCUMENTS (4.B-D) ABOVE INTO A PDF FILE AND E-MAIL TO
COMDT (CG-133) AS AN ATTACHMENT TO CG133TRAININGCOURSES(AT)
USCG.MIL. ENSURE COURSE TITLE AND CONVENING DATE ARE INCLUDED
WITHIN THE SUBJECT LINE. ALL REQUIRED DOCUMENTATION AND ETR
SUBMISSION ARE DUE BY 01 FEBRUARY 2008.
6. MILITARY AND CIVILIAN MANAGERS AND SUPERVISORS SHOULD IDENTIFY
TOP PERFORMERS WHO MEET THESE CRITERIA AND ENCOURAGE THEM TO APPLY.
THE COAST GUARD IS COMMITTED TO PROVIDING EQUAL ACCESS TO THIS
TRAINING FOR EMPLOYEES WITH DISABILITIES.  IF YOU NEED REASONABLE
