4. APPLICATION PROCESS: EFFECTIVE IMMEDIATELY, LOCAL RECRUITING
OFFICES (RO) WILL SERVE AS THE DATA ENTRY PROCESSING POINT FOR ALL
CGRC OFFICER APPLICATION PACKAGES. CG MEMBERS APPLYING FOR OFFICER
COMMISSIONING PROGRAMS SHALL SUBMIT COMPLETED PACKAGES TO THEIR
EDUCATION SERVICE OFFICERS (ESO). ESO'S SHALL INITIATE INTERVIEW
SCHEDULES AND FORWARD APPLICATION PACKAGES TO THEIR LOCAL RO'S.
RO'S WILL REVIEW ALL OFFICER APPLICATION PACKAGES FOR COMPLETENESS
AND ENTER DATA INTO THE RECRUITING ANALYSIS AND TRACKING SYSTEM
(FORMERLY KNOWN AS ANGEL) PRIOR TO FORWARDING TO CGRC. ADDITIONAL
DATA ENTRY GUIDANCE PASEP. TO ENSURE PROPER RECEIPT AND
ACCOUNTABILITY, ALL OFFICER APPLICATIONS FORWARDED TO CGRC FROM THE
LOCAL RO MUST BE MARKED ATTN: PANELS AND REPORTS TEAM. CGRC HAS
UPDATED THE OFFICER APPLICATION REQUIREMENTS TO COMPLY WITH REF C
AND D. A COMPREHENSIVE OFFICER ACCESSION CHECKLIST HAS BEEN POSTED
FOR APPLICANT, ESO AND RO USE ON HTTP://WWW.GOCOASTGUARD.COM AND CG
CENTRAL. THIS CHECKLIST COVERS REQUIRED APPLICATION DOCUMENTS FOR
ALL CGRC OFFICER PROGRAMS AND IS MANDATORY FOR ALL OFFICER
APPLICATIONS.
5. APPLICANT RESPONSIBILITY: THE OFFICER APPLICATION PROCESS IS
NECESSARILY COMPLEX AND TIME CONSUMING. APPLICANTS SHOULD ALLOW AT
LEAST FOUR WEEKS TO PREPARE APPLICATION PACKAGES, SCHEDULE OFFICER
INTERVIEW BOARDS, SCHEDULE PHYSICALS, ACQUIRE COMMAND ENDORSEMENTS
(AS APPROPRIATE), AND ENSURE OFFICER APPLICATION CHECKLIST
DOCUMENTS ARE COMPLETED PRIOR TO SUBMISSION DEADLINES. APPLICANTS
HAVE FINAL RESPONSIBILITY FOR ENSURING THAT ALL MATERIALS ARE
GATHERED AND SUBMITTED AND ALL ELIGIBILITY ISSUES ARE RESOLVED BY
THE DEADLINES. EXCEPTIONS TO POSTED DEADLINES WILL BE CONSIDERED
ONLY FOR UNDERWAY OR DEPLOYED PERSONNEL WHO DEMONSTRATE THEY MADE
THE BEST EFFORT POSSIBLE TO MEET THE DEADLINES CONSISTENT WITH
THEIR DUTY.

F. RECEIVE A FAVORABLE RECOMMENDATION FROM AN OFFICER INTERVIEW
BOARD.
G. MEET REQUIREMENTS FOR SECURITY CLEARANCE (MIN SECRET)
ELIGIBILITY.
H. IF PRESENTLY IN THE COAST GUARD OR COAST GUARD RESERVE, A
COMMANDING OFFICER'S (CO) ENDORSEMENT IS NECESSARY. THE ENDORSEMENT
MUST BE FROM A COMMISSIONED OFFICER. BY SIGNING THE COMMAND
ENDORSEMENT, COMMANDING OFFICERS ACKNOWLEDGE THAT THEY UNDERSTAND
THAT SELECTED APPLICANTS COULD BE COMMISSIONED ON OR BEFORE
30SEP08. SPECIFIC GUIDANCE ON THE CO'S ENDORSEMENT IS CONTAINED IN
PARA 4.B.1.B. OF THE RECRUITING MANUAL.
7. SPECIFIC PROGRAM REQUIREMENTS:
A. APPLICANTS MUST HAVE A CUMULATIVE 2.5 G.P.A. ON A 4.0 SCALE
(DOES NOT APPLY TO DCA, DCIO, DCL, SRDC, TEMPORARY COMMISSIONS FOR
OCS AND TEMPORARY COMMISSIONS FOR AVCAD).
B. FOR OCS, BLUE 21, AVCAD, PPEP, CSPI AND SRDC PROGRAMS: SCORE
1000 ON THE SAT (TESTS TAKEN PRIOR TO 01 APR 95), 1100 ON THE SAT I
(TESTS TAKEN AFTER 01 APR 95), 23 ON THE ACT, OR 109 ON THE ASVAB
GENERAL TECHNICAL (GT), (110 PRIOR TO 1 JULY 04). GT CONSISTS OF
COMBINING THE WORK KNOWLEDGE AND PARAGRAPH COMPREHENSION (VE) AND
ARITHMETIC REASONING (AR) SCORES.
C. FOR ALL DCO PROGRAMS, UNLESS NOTED OTHERWISE: HAVE LESS THAN
TEN YEARS OF NON-COAST GUARD ACTIVE DUTY MILITARY SERVICE AND HAVE
LESS THAN THIRTEEN YEARS OF PREVIOUS SERVICE CREDITABLE FOR
RETIREMENT IN ANOTHER ARMED FORCE OR ITS RESERVE COMPONENT.
D. CONSTRUCTIVE AGE (CURRENT AGE MINUS NUMBER OF MONTHS, NOT TO
EXCEED 60, OF ACTIVE DUTY MILITARY SERVICE) DOES NOT APPLY TO ANY
DCO PROGRAMS.
8. OFFICER INTERVIEWS: OFFICER SELECTION PANELS HAVE OFTEN REPORTED
THAT THE INTERVIEW PACKAGE IS ONE OF THE MOST IMPORTANT ITEMS IN AN
APPLICATION PACKAGE. OFFICER INTERVIEWS CAN PROVIDE THE MOST USEFUL
INFORMATION BUT ARE TYPICALLY OF THE MOST UNEVEN QUALITY.
COMMANDING OFFICERS AND OFFICERS PARTICIPATING IN INTERVIEW BOARDS
ARE ENCOURAGED TO FULLY STAFF AND CONDUCT HIGH QUALITY INTERVIEW
BOARDS. OFFICER INTERVIEWS ARE OFTEN THE ONLY SIGNIFICANT PERSONAL
CONTACT WITH AN APPLICANT REPORTED BY COAST GUARD OFFICERS AND ARE
VITAL TO THE SELECTION PROCESS. FOR THE FY08 PANEL SCHEDULE, ONLY
THE LATEST VERSION OF THE OFFICER PROGRAMS APPLICANT INTERVIEW FORM
(CG-5527, REV. 06-04) IS AUTHORIZED. THE 06-04 VERSION IS AVAILABLE
AT HTTP://WWW.USCG.MIL/CCS/CIT/CIM/FORMS1/FORM_CG.HTML. OTHER SITES
SUCH AS USCG ADOBE FORMS MAY CONTAIN OBSOLETE VERSIONS (03-04,
04-03, 04-00, AND 10-89). OBSOLETE VERSIONS OF FORMS WILL NOT BE
ACCEPTED. IT IS CRUCIAL FOR ROS/ESOS TO ENSURE THE CORRECT BOARD
MAKEUP. INTERVIEW BOARD MEMBERS MUST BE OF A RANK EQUAL OR GREATER
THAN THE HIGHEST RANK FOR WHICH THE APPLICANT QUALIFIES. THE SENIOR
BOARD MEMBER MUST BE AN ACTIVE DUTY LIEUTENANT COMMANDER OR HIGHER.
ARTICLE 4.C.2 OF THE RECRUITING MANUAL AND ARTICLES 1.B.8 AND 1.B.9
OF THE PERSMAN PROVIDE DETAILED INTERVIEW BOARD GUIDANCE. FOR COAST
GUARD AND COAST GUARD RESERVE APPLICANTS: OFFICERS WITH PERSONAL OR
PROFESSIONAL KNOWLEDGE OF THE APPLICANT AND OFFICERS IN THE
APPLICANTS CHAIN OF COMMAND MAY NOT BE INTERVIEW BOARD MEMBERS. IF
NECESSARY, ESO'S SHALL REQUEST INTERVIEWS BE CONDUCTED AT ANOTHER
COMMAND TO AVOID THE POSSIBILITY OF BIAS. APPLICANTS SHOULD BE
AWARE THAT DELAYS CAN OCCUR IN THE INTERVIEW PROCESS AND PLAN
ACCORDINGLY.
9. WAIVERS:
A. NO TIME IN SERVICE WAIVERS WILL BE CONSIDERED FOR FY08 FOR ANY
OFFICER PROGRAM.
B. AGE WAIVERS WILL BE CONSIDERED ONLY FOR DCA APPLICANTS, BASED ON
SUPERIOR PROFESSIONAL QUALIFICATIONS AS DETERMINED BY THE AVIATION
PROGRAM MANAGER, NEEDS OF THE SERVICE, AND ON A CASE BY CASE BASIS.
NO OTHER AGE WAIVERS FOR ANY OTHER PROGRAM WILL BE CONSIDERED.
C. MEDICAL WAIVERS WILL BE CONSIDERED ON A CASE BY CASE BASIS.
10. DCO SELECTEES WILL BE COMMISSIONED BY 30 SEP 08 AND CAN EXPECT
TO ATTEND DCO SCHOOL EITHER 08 MAR 08, 14 JUN 08 OR 09 AUG 08. SRDC
SELECTEES CAN EXPECT TO ATTEND RESERVE OFFICER CANDIDATE
INDOCTRINATION (ROCI) TRAINING ON 07 JUN 08 OR 12 JUL 08. OCS
SELECTEES WILL ATTEND OCS IN LATE 2008 OR IN EARLY 2009.
11. CAREER COUNSELING: CGPC-OPM-2 (ASSIGNMENT OFFICERS) AND CGPC-
OPM-4 (CAREER MANAGEMENT BRANCH) OFFER COUNSELING FOR COAST GUARD
ENLISTED MEMBERS CONCERNING THEIR COMMISSIONING OPTIONS.
