Personnel Support Department

The mission of Personnel Support Department, through the teamwork of our active duty, reserve and civilian crew, is to provide our AOR supported customers with a wide range of personnel, pay, housing, transportation and MWR services in support of Coast Guard mission readiness.  We live by the Coast Guard core values of Honor, Respect and Devotion to Duty in providing superior service excellence.

Lieutenant David B. Rott
Chief, Personnel Support Department - USCG Base Los Angeles-Long Beach

Lieutenant (LT) David B. Rott is native of Point Pleasant, New Jersey.  He is happily married to his wife Rebecca.  LT Rott has three daughters; Deanna, Olivia, and Sophia. 

LT Rott completed Coast Guard Recruit Training at Cape May, NJ in August of 1996.  LT Rott has served tours aboard CGC VALIANT Miami, FL, CG Activities New York, NY, CG Group St. Petersburg, FL, CGC RESOLUTE St. Petersburg, FL, Fifth Coast Guard District in Portsmouth, VA and Coast Guard Headquarters.  He received a Chief Warrant Officer commission in June of 2008 and reported to Fifth Coast Guard District in July of 2008.  Furthermore, he was selected to receive a promotion from Chief Warrant Officer to Lieutenant on 1 May 2011.  In July 2011, he assumed Command of Personnel Services and Support Unit, San Pedro, CA.  On 16 February 2012, he assumed his current position as Chief, Personnel Support Department at USCG Base LA/LB.

LT Rott has delivered Performance Improvement workshops to over 3000 service individuals, resulting in team cohesion and understanding of both self and others to foster camaraderie, patience and collaboration of efforts within the Coast Guard and various external organizations.

A member of the US Coast Guard for 16 years, LT Rott has experience as a Commanding Officer Ashore, in Personnel Administration, Organizational Development, specifically Quality Systems Design and Improvement, Organizational Assessments, and Performance Analysis and experience with the Malcolm Baldrige Criteria for Performance Excellence.

LT Rott has served in mainly internal consulting roles which have included:

  • Examiner, for the U.S. Coast Guard Alexander Hamilton Performance Award Program.
  • Examiner, for the U.S. Senate Productivity and Quality Award for Virginia.
  • Leadership, Employee and Team Development.

    With a passion for quality and performance improvement, LT Rott has also acquired various certifications and completed trainings and projects related to:

  • Change Management, Strategic Planning, Facilitation, Assessments, Executive Coaching, Process Improvement, Conflict Management Organizational change agent at the executive and business unit levels under the direction of Coast Guard Headquarters.
  • Designed and implemented quality management systems based on the Malcolm Balridge Criteria for Performance Excellence.  Consulted, assessed, advised, trained, and implemented interventions to enhance organizational performance.
  • Enabled organizational change at the executive and business unit levels throughout various Coast Guard organizational levels.

    LT Rott's professional accomplishments include a Command Ashore Device, Coast Guard Commendation Medal, four Coast Guard Achievement Medals, three Commandant's Letters of Commendation, four CG Good Conduct Medals, a Coast Guard Sea Service Ribbon and various other unit and campaign awards.  He is a graduate of the Chief Petty Officer Academy and the Chief Warrant Officer Professional Development Course; received the Chief Petty Officer Academy Fitness Award and the Chief Warrant Officer Professional Development Fitness Award and received the Distinguished Officer Award as voted upon by his peers.
