ALCOAST 591/09 outlines the procedures for requesting mission-critical TDY augmentation.
Area cutters (i.e. WMEC, WHEC, WAGB, WMSL, etc.) shall forward requests to their cognizant Area Program Manager, which will validate mission-criticality and forward this determination to the PSC-PSD-SSB Staff. District units, Logistics Centers, Service Centers (LC/SC) and HQ Directorates must first conduct an initial query via their Chain of Command seeking an internal competency fill. If the Chain of Command (e.g., WPB/Sector, Sector/District, ESU/C4ITSC, etc.) cannot fill using internal resources, then the request shall be forwarded from the District, LC/SC, or HQ Directorate to PSC-PSD-SSB via message traffic. However, requests for five or more personnel originating from District units must be forwarded through LANT-30//CDO// or PAC-33 as applicable.
In the event a unit CO or OinC identifies a short term vacancy, use the decision making table provided to determine if the request should be volunteer only or mission-critical. Once the mission-critical determination is made, submit a request to the cognizant authority listed in the paragraph above using the sample message provided.
Funding for Area Cutters will be provided by PSC-PSD-SSB. Funding, including Civilian overtime, for mission-critical requests originating from District, LC/SC, and HQ Directorates remains the responsibility of the requesting entity. If a unit authorizes the use of a Reserve member to fill a vacancy, or has questions related to Reserve policy issues, it shall work with its Sector RFRS staff or contact its cognizant District (dxr) staff to resolve those issues.
These mission-critical solicitations will also be advertised on the Mobilization Readiness Tracking Tool Volunteer Bulletin Board (MRTT VVB). Members may volunteer for those solicitations by using the MRTT VBB. We have provided a MRTT VBB tutorial to assist members and their commands with the MRTT VBB process.
