The design features an outer badge that is currently the insignia for the Port Security Specialist (PS) and the Investigator (IV) ratings. The interior symbol is the Coast Guard Shield. The Coast Guard Shield was used from 1908-1915 as the rating insignia for the former Coast Guard Master-at-Arms (MAA) rating which was disestablished in 1915.
The ME EPQs are posted online at https://learning.uscg.mil/portal.asp , which you will need to log into. Then you go: Course Catalog + Enlisted Advancement + EPQ + ME. Take the time to review the EPQs to get a full understanding what the rating is all about. The requirement to have them completed will not be part of the lateral process that will come out this summer. But will be needed for any future advancement within the rating. There will be a message coming out in May that will outline the advancement process for the ME rating.
From the Persman 5.C.7.a.3
Personnel Authorized to Sign EPQs. A Professional Development Supervisor(PDS) is normally assigned by the command to mentor junior personnel.
The PDS or designated supervisor must be at least one pay grade senior and should be of the same occupational specialty as the student. A PDS possesses the demonstrated professionalism and leadership ability as determined by the CO/OIC as competent to witness and sign off performance qualifications as satisfactorily completed. A commissioned officer, warrant or senior petty officer may be designated to evaluate the member’s ability on each performance qualification. Members must receive authorization from their immediate supervisors to have someone outside their normal chain-of-command sign off performance qualifications.
It is a command responsibility to certify that a member is capable of performing EPQs up to the level that they are advancing to.
