This application is used to track the progress of a member's security clearance from initiation of the investigation to closure and to track previous clearance application packages. These pages are accessed when a member requires a Security Clearance and/or to record pertinent information directly related to the assignment and revocation of a clearance. A page is also provided to display security data by department.
Personnel located at Coast Guard Headquarters and DOT Adjudication Facilities will use this application to record and retrieve military personnel security information, including background investigations, national agency checks, civil arrest reports, and security clearance updates.
This application is comprised of two page groups, CG Security Administration and CG Unit Security Run. CG Security Administration contains all data entry tabs. CG Unit Security Run page provides view only security clearance information for everyone assigned to a specific department (unit), a Unit Security Roster. Personnel at field units may be authorized access to the Unit Security Run panel by their cognizant security manager.
Security Managers can use PeopleSoft Security Clearance Administration to:
Enter and track current security clearances for Active, Reserve and Civilian personnel to include a snapshot of current work location data (dept, location, job code, etc) and personal eligibility/identity information (date of birth, SSN, sex, citizenship, ethnic group, etc.).
Track civil arrest information (arrest date and description).
Track location of investigation folder/jacket maintenance (date, requester, status).
Track investigation status, date, type, security clearance eligibility, and investigative agency (national agency and background checks). These panels are initially used after a member completes an Electronic Personnel Security Questionnaire or SF312.
Produce reports (Unit Security Roster).
Authorized field unit personnel can use the Unit Security Run panel to produce a report by department (authorized clearance, current clearance, current clearance date, type of investigation and date completed). This information is displayed in a grid format.
Coast Guard policy for the administration and management of Security Clearances is published in COMDTINST M5520.12B, Military Personnel Security Program Manual.
Procedures for reporting and tracking a member's Civil Arrest are published in PPCINST M1000.2A, Personnel Pay and Procedures Manual, Page 10-B-13.
Additional information regarding Civil Arrest and Conviction can be found in COMDTINST M1000.6, Coast Guard Personnel Manual, Section 8-B.
