Introduction

The Commandant may direct that a retired member be recalled to active duty.

This table provides an overview of the process used for the different types of recalls.

 

If the member is

then the process is:

Immediately recalled to active duty upon retirement (no break in service)

CGPSC will issue orders. The system will continue the member on Active Duty provided the following actions are completed:

  1. The CGPSC Assignment Officer should follow the procedures for a Succession Plan in the Make Assignment topic, being sure to set the Next Succession Plan Date to the date the recall ends, change the default Action/Reason code on the orders tab to "RH1" (Recall without break) and to set the Est Report Date Field to the date the recall begins.. This will generate the JUMPS, Retired with Immediate Recall to Active Duty (P193) transaction for pay.

Notes:

  • The SPO must submit a Recall-type Statement of Intent (SOI) for members being recalled to active duty with no break in service.

  • Retirement Orders will be in Direct-Access.  However, the SPO must not process the retirement, the Recall Transaction (P193) will set the retirement date.  Submission of endorsements to the original retirement will stop the member's Active Duty pay and prevent the recall transaction (P193) from processing through JUMPS. Do not enter or approve any retirement transaction for a member who is immediately recalled to active duty.
     

  • The member must make a Survivor Benefit Plan (SBP) election, complete the Retirement Package and return it to PPC (RAS) by the effective date of the retirement (day prior to the day the recall to active duty will begin) or automatic full coverage in the SBP will begin. The automatic SBP full coverage is not revokable. See section 3-B of the Personnel and Pay Procedures Manual, PPCINST M1000.2(series) for more information.

  • The "Status" field on Recall Orders will not change to "Ready", they will remain in an "Aprvd Std" because they do not require endorsements.

  1. Upon completion of the recall period the SPO will prepare a Release from Active Duty type separation to place the member in retired status. See below if an extension of the recall period is authorized.

Recalled to active duty after a break in service of more than 24 hours (includes recall from RET 1 status)

  1. CGPSC issues the orders. The CGPSC Assignment Officer must follow the procedures for a Succession Plan in the Make Assignment topic, being sure to change the default Action/Reason code on the orders tab to "RH2" (Recall with break).
     

  2. SPO completes the contract data and PCS endorsements. See the Recall of Retired Member Break in Service topic for details.
     

  3. Upon completion of the recall period the SPO will prepare a Release from Active Duty type separation to place the member back in retired status. See below if an extension of the recall period is authorized.

Refer to the Recalled RET-2 Members topic for procedures on how to process these members.

Extension of Recall Period:

CGPSC will issue orders and the system will continue the member on Active Duty. The CGPSC Assignment Officer should follow the procedures for a Succession Plan in the Make Assignment topic, being sure to change the default Action/Reason code on the orders tab to "RH3" (Continuation of Recall Orders).
