Communicating with PPC via Administrative Official Information Exchange (Admin OIX)

Beginning August 3, 2015, the Coast Guard is shifting from its traditional communication method of sending all official information via the Coast Guard Messaging System (CGMS) to using today's technology for exchanging official non-operational information.

Admin OIX is a new, standardized method for sending and receiving administrative information. Administrative information is defined as messages related to the organization of service forces, personnel management, unit logistics, individual and unit training, discipline, program changes, and other matters that are not operational.

PPC's Admin OIX mailbox address is "CMD-SMB-CG-PPC". Only use this mailbox when, in the past, you would have sent a message via CGMS (e.g. Placement on a striker or supplemental advancement list, withholding an advancement, etc.). Do not use the Admin OIX mailbox unless use of record message traffic is directed.

All PPC customer service requests, which include SWE PDE correction and/or waiver requests and EER change requests, must be submitted through the PPC Customer Care Branch. To submit your request please call 866-PPC-USCG (866-772-8724), or send your email to "PPC-DG-CustomerCare", or go to our Customer Care Branch web page at and select the "Trouble Ticket" tab and submit your request online.

The process for Personnel Casualty Reports will be reworked to take advantage of the features available in Admin OIX. More information is forthcoming. Until directed, send Personnel Casualty Reports in the format shown in the Personnel and Pay Procedures Manual (Enclosure 7) but replace message addresses with the appropriate Admin OIX mailbox addresses.

Change to Payroll Processing Schedule - Deadline for 2015 Payroll Actions Approvals by SPOs is 07 December

Per ALCOAST 433/15, Direct Access will be offline from 19 December 2015 through 3 January 2016. In order to assure complete and successful processing of the December payroll prior to the shutdown there will only be ONE Pay Cut for December 2015. This ONE Pay Cut is set for Monday, 07 December 2015. After 07 December 2015, NO Servicing Personnel Office (SPO) pay transactions are authorized to be entered or approved. There are no exceptions for Reserve IDT and active duty orders. SPOs can resume normal operations after Direct Access returns on 04 January 2016.

PPC will finalize mid-month December payroll on 10 December 2015. PPC will then coordinate the finalization of the end-month December payroll with Commandant (CG-631). As NO SPO pay transactions are authorized after 07 December, the end-month December payroll will mirror the mid-month December payroll. The actual pay days remain the same: 15 December and 31 December.

Per ALCOAST 433/15, paragraph 4, members and commands must submit any paperwork which could impact pay prior to Friday, 4 December 2015 to allow SPO to process prior to the Direct Access outage. All pending absence requests and Reserve IDT drills must be finalized by command supervisors by Friday, 4 December 2015 as well.

During January 2016, PPC will begin providing IRS Forms 1095 (C and/or B depending on your status as a military member, military retiree, or annuitant). The information will be necessary when you prepare to file your 2015 federal income tax return.
