Captain McKinley has served aboard 5 cutters prior to his assignment to WAESCHE. He has experience in both the waters of the Pacific and the Atlantic where the missions include Law Enforcement and Search and Rescue in Alaskan waters, the Bering Sea and northern Atlantic waters, Fisheries Enforcement and Port Control along both the east and west coasts, and extensive migrant and counter-drug operations along the Central American coasts of the Eastern Pacific, in the Gulf Mexico and in the Caribbean. Most recently he served as the Commanding Officer of the CGC HARRIET LANE from 2007 to 2009 in Portsmouth, VA. He also commanded the CGC NANTUCKET in Key West, FL in 1999. He has sailed aboard the CGC MOHAWK out of Key West, FL as the Operations Officer and the CGC BOUTWELL out of Alameda, CA as the Executive Officer. However, his love for the sea and its lore began in 1992 when he served on the Pre-commissioning Detail and crew of the CGC MIDGETT as a Deck Watch Officer.

During his most recent tour, he served as Chief, Cutter Forces at Atlantic Area, acting as the program manager for all major cutters along the Eastern Seaboard and Gulf of Mexico. His other ashore assignments include completing a two year tour in the Office of Research and Development at Coast Guard Headquarters in 1990 and serving as the WHEC/WAGB Facility Manager in the Office of Cutter Management from 1994 to 1997. He also served at Atlantic Area, International Operations Staff, coordinating the Coast Guard’s participation in Department of Defense multi-national training exercise programs from 2001 to 2005. During which, he deployed to the Middle East for six months to act as the first Officer in Charge, Coast Guard Patrol Forces Southwest Asia, and Coast Guard Liaison Officer to Commander, Middle East Forces Deployed, in support of operations ENDURING FREEDOM and IRAQI FREEDOM.

Captain McKinley graduated with a B.S. in Public Administration from George Mason University in 1989 and graduated from Coast Guard Officer Candidate School in Yorktown, VA in 1990.

Captain McKinley has been awarded three Meritorious Service Medals, Navy and Marine Corps Commendation Medals, three Coast Guard Commendation Medals, the Coast Guard Achievement Medal, two Humanitarian Service Medals and numerous other operational and unit awards.

Captain McKinley was raised by Harold and Elaine McKinley of Chantilly, Virginia and is married to the former Christine Crimmins of Barnum, Iowa. They have three children, Taylor, David, and Katie.
