Regardless of When Service or Training Started, New More Favorable Sea Service Requirements Specified in NVIC 02-14 Will Applied to All Mariners

46 CFR 11.402(a)(1) provides that applicants for master or mate of unlimited tonnage may obtain service on vessels of 100 GRT or more instead of 200 GRT as previously required.

Service on towing vessels can be credited using the aggregate tonnage of the tug and barges for up to 50 percent of total service on vessels of 1600 GRT or more required by 11.402 for unlimited officer endorsements.  This service is credited on a 2-for-1 basis. 

Service on Great Lakes and inland waters can meet up to 100 percent of total service requirements for oceans or near coastal waters.  The percentage allowed is specified in service requirements for specific endorsements.
