STCW Final Rule
The United States Coast Guard issued the STCW Final Rule to implement the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended (STCW Convention), as well as the Seafarers' Training, Certification and Watchkeeping Code (STCW Code), to address the comments received from the public in response to the supplemental notice of proposed rulemaking (SNPRM), and to incorporate the 2010 amendments to the STCW Convention that came into force on January 1, 2012. In addition, the final rule makes other changes that are not required by the STCW Convention or Code, but are necessary to reorganize, clarify, and update these regulations.

STCW Rule Implementation Dates
The STCW Final Rule is effective March 24, 2014 except for 46 CFR Part 10, Subpart C, which is effective January 23, 2014.
There is grandfathering and transitional information found throughout the new Rule, including the preamble. NVIC 02-14 also contains both general and very specific information regarding implementation dates.
Where applicants qualify to be evaluated and examined under previous regulations, NMC will evaluate and examine them using the previous regulations unless the applicant requests to be evaluated and/or examined using the new regulations.
Grandfathering and Transition
Changes in wording of endorsements will be made on all credential transactions after March 24, 2014. NVIC 02-14, Enclosure (3), explains the wording changes.
