Searching for Approved Courses or Designated Examiners (DEs)
Courses
Approved courses satisfy regulatory requirements and may substitute for an examination or a sea service requirement (46 Code of Federal Regulations (CFR) 11.302 (a)).
Designated Examiners
A person trained or instructed in techniques of training or assessment and is qualified to evaluate whether a candidate for an endorsement has achieved the competence required to hold a Merchant Mariner Credential (46 CFR 10.107 (b)).

Designated Examiners (DEs)
The following link will allow you to search for a designated examiner:
Designated Examiners (DEs) are qualified and approved by the Coast Guard to evaluate the proficiency of candidates who are completing their Towing Officer Assessment Record (TOAR) by comparing the performance of tasks against the performance standards published by the Coast Guard. DE qualifications are limited to those routes that the DE is qualified to sail under the authority of their own credential.

- Great Lakes and Inland Waters
- Western Rivers
- Limited (geographic area restriction)
