SUBJ:  BOYS AND GIRLS CLUBS OF AMERICA AFFILIATION
1.  I AM PLEASED TO ANNOUNCE THAT THE COAST GUARD HAS SIGNED AN
AFFILIATION AGREEMENT WITH THE BOYS AND GIRLS CLUBS OF AMERICA
(BGCA).
2.  THE BGCA IS A NATIONAL, NONDENOMINATIONAL YOUTH DEVELOPMENT
AGENCY COMPRISED OF 3,800 AFFILIATED YOUTH CENTERS WITH OVER 44,000
YOUTH DEVELOPMENT PROFESSIONALS AND VOLUNTEERS PROVIDING SUPERVISED
PROGRAMS AND ACTIVITIES FOR 4.4 MILLION CHILDREN.  MILITARY YOUTH
CENTERS COMPRISE ABOUT 20 PERCENT OF THE BGCA AFFILIATE CLUBS.  THE
COAST GUARD NOW JOINS THE RANKS OF THE OTHER MILITARY SERVICES IN
PROVIDING THE OPPORTUNITY FOR OUR YOUTH TO PARTICIPATE IN PROGRAMS
AND ACTIVITIES PROVIDED BY THE BGCS POSITIVE PLACE FOR KIDS.
3.  OUR AFFILIATION AGREEMENT ALLOWS FOR THE ESTABLISHMENT OF 8
STANDALONE, INDEPENDENT BOYS AND GIRLS CLUBS AT SPECIFIC LOCATIONS
WHERE THERE ARE SUFFICIENT NUMBERS OF YOUTH IN THE AGE GROUP OF 6-
18 TO ESTABLISH VIABLE CLUBS.  THE FIRST ACTIVE BGC WITHIN THE
COAST GUARD WAS ESTABLISHED AT AIRSTA BORINQUEN.  THE ESTABLISHMENT
OF THIS FIRST EVER BGC WAS FEATURED IN THE SUMMER 2006 EDITION OF
THE BGCA MAGAZINE, CONNECTIONS.
4.  THE NEXT PHASE OF OUR RELATIONSHIP IS TO BRING THE POSITIVE,
WHOLESOME YOUTH PROGRAMMING OF THE BGCA TO THOSE COAST GUARD
FAMILIES LIVING IN LOCAL COMMUNITIES WHERE IT WOULD NOT BE FEASIBLE
TO ESTABLISH INDEPENDENT COAST GUARD CLUBS. THIS PORTION OF OUR
AFFILIATION AGREEMENT IS UNDER DEVELOPMENT AND MORE INFORMATION
WILL BE AVAILABLE AT A LATER DATE.
5.  THE BGCA UNDERSTANDS THE UNIQUE DEMANDS ON THE MILITARY FAMILY,
ESPECIALLY ITS YOUTH, AS WE DEAL WITH EXTENDED DEPLOYMENTS,
MULTIPLE GEOGRAPHIC RELOCATIONS, AND THE RELATED INCREASED FAMILY
SEPARATION.  THROUGH OUR ABILITY TO GAIN ACCESS TO THE BGCAS 40
TESTED AND NATIONALLY RECOGNIZED PROGRAMS IN THE CORE AREAS OF
CHARACTER AND LEADERSHIP DEVELOPMENT, EDUCATION AND CAREER
DEVELOPMENT, HEALTH AND LIFE SERVICES, THE ARTS, AND SPORTS,
FITNESS, AND RECREATION, WE MAKE AVAILABLE TO OUR YOUTH WHOLESOME
CONSISTENT YOUTH PROGRAMMING, AVAILABLE VIRTUALLY ANYWHERE WE SEND
OUR PEOPLE.  BUT MORE IMPORTANTLY, WE PROVIDE THE TOOLS AND
ENVIRONMENT FOR OUR YOUTH TO BECOME SUCCESSFUL YOUNG ADULTS.  WE
ARE EXCITED ABOUT THIS PARTNERSHIP AND LOOK FORWARD TO ITS FURTHER
DEVELOPMENT.
