The DCMS units located at
BSU San Pedro provide a wide variety of services in direct
support of Coast Guard activities in Southern California.
Among these are local and area housing, warehousing, health care,
work-life, transportation of household goods, and personnel support
services. Facilities maintenance is provided to all tenant
commands and industrial support is provided throughout the
West Coast.
BSU San Pedro is located on Terminal
Island within
the port of Los Angeles/Long Beach and is home to a variety of tenant
commands
including: Sector LA/LB, MSST LA/LB 91103, PSU 311, Pacarea Armory
Detachment Terminal Island and ESD San Pedro.

COMMANDER M. ANDREW CLYBURN
UNITED STATES COAST GUARD
Commander Andy Clyburn
was born and raised in Greenfield,
Ohio and has served in
a variety of engineering assignments on the Atlantic and Pacific
coasts, and in Hawaii. His most recent assignment was as
Industrial Manager, U. S. Coast Guard Integrated Support Command
Boston, where he led a nation-wide team of Coast Guard engineers in
redesigning the Industrial Engineering Program.
Commander Clyburn was commissioned as a Coast
Guard Officer in 1992 and
assigned
as a Deck Watch Officer onboard Coast Guard Cutter SASSAFRASS
(WLB-401), a C-Class 180’ seagoing buoy tender home ported in
Honolulu, Hawaii. After two years of sea duty, he reported to
the
University of Illinois for graduate studies.
From January 1996 to June 1999, Commander Clyburn was
assigned to Civil Engineering
Unit Oakland, California. As the planner in charge for all
Eleventh Coast Guard District shore units he coordinated the response
to catastrophic flooding of the Sacramento River in January 1997 and
district wide casualties caused by the El Nino storms of
1998. He
performed extensive temporary duty including serving as Industrial
Manager for Integrated Support Command Honolulu.
From July 1999 to June 2003, he was assigned to
Facilities Design and
Construction Center Pacific in Seattle, Washington, where he managed
major construction projects throughout the west coast, Alaska, and
Hawaii. He also served as project manager on several
Headquarters
chartered special assignments including the Regional Strategic Plan for
Charleston, SC, and Total Ownership Cost Studies for Integrated Support
Command Kodiak.
From July 2003 to April 2007, Commander
Clyburn was assigned as the Facilities Engineer at Integrated Support
Command Boston, Massachusetts. In addition to managing
facilities
at one of the Coast Guard’s largest support commands through
the
stand-up of the new Coast Guard Sector construct; he was a member of
the 1st District deployable Joint Field Office (JFO) contingency
response team. During this tour, he was awarded the
Department of
Homeland Security Environmental Award and the Coast Guard Housing
Service Recognition Award.
Commander Clyburn earned a
Bachelor of Science Degree in Civil Engineering in 1992 from the U. S.
Coast Guard Academy and a Master of Science Degree in Civil Engineering
from the University of Illinois, Champaign-Urbana, Illinois in
1996. He is a registered Professional Engineer and a
certified
Facility Manager.
Commander Clyburn’s personal
decorations include four Coast Guard Commendation Medals, the Coast
Guard Achievement Medal, and Commandant’s Letter of
Commendation.
