About the Course
The Strategic Leadership: Building
Performance-Based Organizations and Developing a Performance-Based
Culture course, conducted by the Office of Personnel Management's
Management Development Center, provides the public sector executive and
manager with a roadmap to build organizational systems that are dynamic,
flexible, and outcome focused. In addition, they assess their current
culture, understand the leader's role in the change process, and develop
skills to lead their organization to high performance. The program
strengthens the employee's competencies in the areas of vision,
strategic thinking, financial management, continual learning, external
awareness, entrepreneurship, influencing/negotiating, and

their position for 2 weeks.
- Link organizational core competencies to
outcomes and results defined in the strategic plan.
- Define high performance for your agency,
department or division using a model that will drive you toward
alignment throughout your organization.
- Link individual competencies and performance
with organizational needs.
- Explore performance based diagnostic models
that will allow you to assess current performance.
- Know what type of team structure to use, where
- Learn tools to create a learning organization
that will design and redesign itself based on changing needs.
- Access cultural readiness for change.
- Learn effective ways to communicate your
- Develop skills to create buy-in to the change
process, overcome barriers, and decrease resistance.
- Identify territorial games most common in your
organization and develop skills to decrease them.
- Develop skills to create an environment where
innovation drives change.
- Develop an action plan to increase performance
and/or implement change in your organization.

- Coordinate with your Training Officer or ESO to
submit an Electronic Training Request (ETR) using Direct Access.

- Write a statement that describes: (a) Your
current leadership responsibilities, and
(b) a recent work experience that involved extensive collaboration.
- E-mail the statement as an attachment to CG133TrainingCourses@uscg.mil.
- Include the course title and convening date
within the subject line of the e-mail.
- Include your supervisor in the cc line of
Costs are paid by Coast Guard Headquarters (AFC
56 "C" school account).
Selected individuals will be notified by record
message traffic of their selection. Alternates will be selected and will
attend the program in the event a primary candidate cannot attend.
