CDR Kevin M. Carroll

CDR Carroll graduated with a
Bachelor of Science in Electrical Engineering from the US Coast Guard Academy
and was commissioned as an Ensign in May of 1995. Assigned to the CGC
COURAGEOUS, CDR Carroll served as Deck Watch Officer, First Lieutenant, and Law
Enforcement Officer. Following his tour on COURAGEOUS, he served as Executive
Officer aboard the 110-patrol boat CGC SITKINAK in Key West, FL.
In May 2001, CDR Carroll earned a Master’s of Science in Electrical Engineering from the University of Rhode Island. Following graduation, he reported to the Loran Support Unit in Wildwood, NJ. Initially, CDR Carroll served as the project manager for the Timing & Frequency Control project. Promoted to the Chief, Engineering Development and lead technical liaison to the Department of Transportation’s Position, Navigation & Timing (PNT) Loran-C team, CDR Carroll led the Coast Guard’s technical feasibility and design research into Enhanced Loran.
In July 2005, CDR Carroll returned to sea serving as Executive Officer aboard the CGC SENECA in Boston, MA. After his tour aboard SENECA, CDR Carroll reported to Coast Guard Headquarters’ Office of Cutter Forces as the Offshore Patrol Cutter Sponsor Representative. As the sponsor, CDR Carroll laid the foundation for the capabilities and design of the next generation Medium Endurance Cutter fleet.

Tavares, FL and his personal awards include the Coast Guard’s Meritorious
Service Medal, Commendation Medal, and Achievement Medal.
