General Mandated Training (GMT) has grown within the Coast Guard costing
millions of hours of productivity as a result of over twenty required courses
that totaled more than 17 hours of GMT per person per year. Furthermore, there
was no defined audience for GMT nor was there defined authority or policy.
In 2008 the Coast Guard Force Readiness Command (FC-51) accepted the challenge
to control and streamline mandated training. To that end, FC-51 asked program
offices to identify and justify the actual mandates and then collaborated on
developing curricula that met documented performance requirements. FC-52
researched multiple delivery options for the required coursework. These options
incorporated credit for Coast Guard members' prior knowledge and experience by
allowing them to take an assessment pre-test that if passed, precludes the
requirement for repeating the full course. Members can now download course study
materials to prepare them for the pre-test. As a result, e-learning courses are
delivering training in less time than conventional methods with better retention
of information. Recently, one Coast Guard member with 16 years experience
completed the entire body of mandated training in less than two hours, a
remarkable difference from the standard 17 hours.
"Members soon won't have to sign into the learning portal, they can go to the
Coast Guard Portal with their CAC cards and complete their mandated training,"
said CDR Aaron “Muddy” Waters, program manager. In the future, after members
take the pre-test customized course content will generate a course of content
that only encompasses informative modules for the missed content. This will
result in even more productivity savings.
