Summary
The Facilitation Committee (FAL) is a subsidiary body of the Council. It was established in May 1972 and deals with IMO's work in eliminating unnecessary formalities and "red tape" in international shipping. Participation in the Facilitation Committee is open to all Member States of IMO.

The United States is represented on the FAL Committee by the Coast Guard. The Head of Delegation for FAL is the Coast Guard's Deputy Director of Commercial Regulations and Standards, Mr. Francis Sturm. Mr. Sturm is supported by the Alternate Head of Delegation, Mr. Duane Boniface, the Administrative Program Manager, Mr. David Du Pont, and the various delegation advisors.

The U.S. delegation holds a public meeting several weeks prior to departing for the IMO meeting. The purpose of the public meeting is to provide an opportunity for the public to interface with the Coast Guard on the U.S. position for each agenda item. Members of the public interested in attending must contact the meeting coordinator at least 7 days prior to the meeting. The basic meeting details are below however, additional details can be provided by contacting the meeting coordinator.
At the end of each FAL meeting, a final report is prepared for submission to the Council. The final report provides a record of the issues discussed and actions taken by the Committee. The final reports of the most recent FAL meetings are provided for your reference.
Additional FAL meeting documents can be made available by the Coast Guard for U.S. citizens only. Please contact Mr. David Du Pont if you would like to obtain additional FAL documents.
