Under the direct instruction of the Maritime Safety Committee (MSC) and as may be requested by the Marine Environment Protection Committee (MEPC), the Sub-Committee on the Human Element, Training & Watchkeeping (HTW), formerly the STW Sub-Committee, considers matters related to the following subjects: Additional details regarding the Sub-Committee's work program can be found in the Terms of Reference document.

The United States is represented on the HTW Sub-Committee by the Coast Guard. The Head of Delegation for HTW is the Coast Guard's Marine Personnel and Qualifications Division Chief, Ms. Mayte Medina. Ms. Medina is supported by the Alternate Head of Delegation, Mr. Emanuel Terminella, the Administrative Program Manager, Mr. Davis Breyer, and the various delegation advisors.

IMO Meeting

U.S. Public Meeting

The U.S. delegation holds a public meeting several weeks prior to the IMO meeting. The purpose of the public meeting is to provide an opportunity for the public to interface with the Coast Guard and comment on the U.S. position for each agenda item. Members of the public interested in attending must contact the meeting coordinator at least 7 days prior to the public meeting. The meeting details are below however, additional details can be provided by contacting the meeting coordinator.

Previous Sessions

At the end of each HTW meeting, a final report is prepared for submission to the Maritime Safety Committee. The final report provides a record of the issues discussed and actions taken by the Sub-Committee. The final reports of the most recent HTW meetings are provided for your reference:

Additional HTW meeting documents can be made available by the Coast Guard for U.S. citizens only. Please contact Mr. Davis Breyer if you would like to obtain additional HTW or STW documents.
