WebTA Frequently Asked Questions


What is the WebTA process?

Here’s an overview of the WebTA process:

  1. ESO & member create an account with NKO. Follow procedures in SOP: Sailors Tuition Assistance Application for ESO and SOP: Sailors Tuition Assistance Application for Member.
  2. ESO & member use NKO ID/Password for initial logon to the WebTA system (very important!). After that initial ID/PW logon, you can use your CAC to logon to the WebTA system (separate from NKO).
  3. Member follows SOP to initiate WebTA application. Member will enter the email address of the ESO who will approve the WebTA application. Member will provide supporting documentation to the ESO. ESO can establish the most efficient means of getting this documentation/information from members via email, scan, in person, etc. Once the ESO approves the WebTA application, the application is electronically forwarded to the CGI for authorization (generation of the 1560 form).
  4. CGI, or a Full-Time (FT) ESO with NCMIS access, will review and authorize the WebTA application. The student/member will receive another system generated email stating the WebTA request was authorized. The student/member will then logon to their WebTA account and download/print the digitally signed TA Authorization (TAA) form to provide to the school for electronic invoicing.
  5. All corrections, cancellations & grade submissions will continue to be processed thru current procedures (thru TACCTS) by CGI. FT ESOs with NCMIS access can correct or cancel TAAs they authorized up to 15 days after the class start date.

Do I have to use WebTA?

CGI will not mandate 100% use of WebTA. We HIGHLY encourage all land units with solid internet connectivity to use WebTA. However, Cutters and OCONUS units with limited internet connectivity will be able to submit TA applications by whatever means practical. We will always remain flexible with Cutters and OCONUS units. We also realize there may be other situations where submitting a paper TA application is necessary. The scenario of “you are missing a grade and WebTA won’t let you request more CG TA funds” is not an acceptable reason to submit a paper application.

I’m a USPHS Doctor and can’t register with NKO…What should I do?

Please follow the special instructions in the member SOP, Appendix A to set up a guest account. The TA Dept Head will sponsor your account so you can access WebTA.

How many days do I have to submit my grade before I become ineligible to receive more CG TA funds?

42 days after the last course end date for which you used CG TA.

My Command info says “dummy”…what should I do?

This is not a show-stopper. Please continue with your WebTA request. This issue stems from new OPFACs being created and other unit changes as part of the CG’s Modernization effort. The TA database will be updated on a quarterly basis.

My unit is having the Admin Compliance Inspection soon. How can I keep copies of the TA application on file for 2 years?

If your unit is using WebTA to submit CG TA applications, you won’t need to keep “copies” of the TA application on file for 2 years because the “application” resides within the system of record (WebTA webpage). If your unit is still using the paper-based TA application, then, yes, you’ll need to keep copies of the paper applications for 2 years. CGI has communicated this to the Admin Compliance Inspection Team and will update the checklist on a quarterly basis.

For whatever reason, I can’t download the digitally signed TAA from my eTA account. What should I do?

If there is any situation that prevents the student from downloading the TAA him/herself, the student should notify the unit ESO. The unit ESO can contact the CG Institute for a signed copy.

If the unit has a Full-Time ESO with NCMIS access, the FT ESO can generate a copy of the TAA, apply the digital signature and give the form to the student.
