Acquisition Update: Coast Guard to Hold Discussions with Offerors on OPC Acquisition

Following a thorough evaluation of proposals received in response to the Coast Guard’s solicitation for preliminary and contract design of the Offshore Patrol Cutter, the Coast Guard determined it is in the government’s best interest to hold discussions. In accordance with the Federal Acquisition Regulation, the decision to conduct discussions was accompanied by the establishment of a competitive range comprising the most highly-rated proposals as determined by the evaluation criteria. The Coast Guard will conduct discussions with offerors in the competitive range and provide each a limited opportunity to revise and improve their proposals.

The OPC acquisition is a two-phased competition with a plan to award up to three contracts to competing firms for preliminary and contract design (Phase I) and then down-select to a single contractor for detail design and ship construction (Phase II).

The Coast Guard received proposals on Jan. 23, 2013, and began technical, management, past performance, and price evaluations for Phase I. Evaluation of revised proposals is expected to support an award of contracts for OPC preliminary and contract design in the 2nd quarter of fiscal year 2014.
