Security Levels

Staff Training Program - Baseline

  1. Within one year of reporting each member must:
  • Complete the Port State Control course.
  • Complete the PQS for and obtain the PSCE and FPVE competency.
  • Participate in Industry Training for a minimum of 2 months with either a Cruise Line or CLIA  or both, in accordance with CSNCOE industry training Work Instruction
  • Complete a STCW Crowd Management Course (STCW V/2.4)
  • Complete a STCW Crisis Management & Human Behavior Course (STCW V/2.6)
  • Complete a STCW Basic Safety Training Course (STCW VI/1)
  • Complete the Instructor Development Course (IDC) or local Train-the-Trainer course.
    1. Prior to assignment as a National Verifying Officer or assignment to conduct OJT, in addition to the above, each member must:
  • Hold the PSCE & FPVE competency.
  • Be recommended in writing by at least two current CSNCOE National Verifying Officers(NVO’s) after their monitoring of prospective NVO teaching and/or assessing one or more apprentice inspector(s) during no less than two FPV Exams.
  • Be designated in writing by CG-5P-TI.
    1. Prior to assignment as an instructor for non-resident (Basic Training), structured on-the-job training (the Sector Miami FPVE Training Program), or the Foreign Passenger Vessel Examiner Course, in addition to the above steps, each member must:
  • Obtain the Instructor (JC) qualification (*An advanced level that can be obtained and will be supported is the Master Training Specialist qualification)
    1. Prior to assignment to an MMS assessment team, in addition to all of the above steps, each member must:
