    CG-FAC Rulemaking


    Develop guidance, policy, and regulations to further enhance the safety and security of our Nation's ports, vessels, facilities, and Outer Continental Shelf facilities from legislation implemented since the original Maritime Transportation Security Act (MTSA) of 2002; incorporate major provisions from the Security and Accountability For Every (SAFE) Port Act of 2006 and Coast Guard Authorization Act of 2010; and develop regulatory efforts associated with the passage of the Transportation Worker Identification Credential (TWIC) program and TWIC reader.

    Some of the Division's current rulemaking initiatives (in various stages of the rulemaking process) include:

    The following documents are provided in draft form for reference.  This draft version incorporates recommendations received following the initial publication of the model course through the federal register (FR Doc. 2012-0908).  Although the intent of the model course is to be inclusive and address requirements of the 2010 CGAA Section 821, there is no guarantee this will serve as the final basis for certification and training requirements.
